Join Berkeley Lab's Facilities Division as a key leader of 260 employees with an annual operating budget of $100M, by providing strategic planning and operational management as a dynamic and experienced Facilities Division Deputy Director .

In partnership with the Division Director, the Deputy Director will be responsible for managing long-term and short-term strategic leadership efforts, including planning, developing, and establishing goals, objectives, and programs aligned with the overall mission of Berkeley Lab.

This role will also be responsible for the oversight, management, and supervision of the cross-functional regional facilities management teams and the Facilities business manager and business functions, including IT, human resources, administration, budget planning, property management, and assurance program.

This position will also oversee divisional emergency preparedness in partnership with Environment, Health, and Safety (EHS) support, including updates and utilization of the Divisional Integrated Safety Management Plan.

This role will include other duties, including on-site senior supervisory watch and overseeing important evolutions such as outage shutdowns and startups, and emergency / unplanned events, as well as being able to respond to incidents to support the division 24 / 7 / 365.

Responsibilities :

  • Provide operations-centric leadership to Facilities programs, projects, and operations essential to the Laboratory mission.
  • Manage the delivery of a broad range of services through several departments, ensuring all Facilities operations and programs are aligned with organizational objectives and meeting the needs of the Laboratory, in partnership with the FA Division Director.

Upon designation, acts on behalf of the Facilities Division Director, as needed.

  • Provide leadership for Operational Excellence and assist Facilities staff with applying DOE, national, UC, industry, and professional standards to division activities and deliverables.
  • Ensure the Facilities Division stays current on DOE, UC, and other contract and regulatory requirements.
  • Communicate regular updates to science program stakeholders and Facilities employees on related Department / Division / Laboratory plans and programs, i.

e., new project funding, programmatic issues, and customer feedback.

  • Provide leadership in major Laboratory initiatives involving safety and workflow processes for Facilities.
  • Participate in the earliest phases of strategic planning for major initiatives.
  • May serve as a Laboratory or DOE resource in the conceptualization, design, planning, implementation, and completion of complex problems, tasks, or projects that result in solutions that have little or no precedent.
  • Review and assess service delivery models to identify opportunities for improvement in safety, customer service, efficiency, or effectiveness.
  • Stay current with evolving Laboratory needs; maintain a reliable and cost-conscious, environmentally responsible model of service delivery to enable the success of the science programs.
  • Proactively seek out customer needs as they pertain to maintenance, utilities, and facilities service requirements and needs.
  • Build and maintain excellent working relationships with science partners and stakeholders across the Laboratory.
  • Frequently present across many topics for a broad range of audiences.
  • Collaborate with other senior managers to establish strategic plans and objectives related to Facilities Division activities.
  • Provide staff with performance expectations, guidance, and training to ensure customers are provided with quality, comprehensive, and effective services / deliverables.

Requirements :

  • Bachelor's degree (or equivalent professional experience) and a minimum of 10 years of relevant career experience in operations, engineering, business, or related fields in a research, academic, or large / complex organization, and leadership, preferably in a large research organization.
  • Strong leadership and managerial skills with proven experience managing complex budgets, and strategic planning by developing and implementing plans and strategies that foster a workplace culture that supports the Lab's Inclusion, Diversity, Equity, and Accountability (IDEA) Principles, Stewardship Values, and Safety priorities.
  • Experience supervising / leading / managing a team within a complex environment by applying continuous improvement methods to increase efficiencies and effectiveness.
  • Robust business management experience, including work control, asset and facility management, utility operations and maintenance, workforce management / labor relations, and health / safety management as well as in-depth knowledge and understanding of safety culture.
  • Experience in utility locating, and hazardous energy control (lockout / tagout), industry and regulatory standards and compliance as well as safety regulation to include (Federal, state, and local).
  • Experience with the entire spectrum of facility lifecycle management from design to operations and maintenance through to deactivation and demolition.
  • Ability to interact effectively with a diverse and broad range of customers.
  • Exceptional verbal and written communication, presentation, and organizational skills. Ability to easily convey complex information in presentations and high-level reporting.
  • Excellent analysis skills and ability to formulate logical and objective conclusions, achieve directional consensus, and implement directives.
  • Preeminent negotiation and conflict resolution skills.
  • Proven record of managing support service functions cost-effectively and efficiently while meeting the needs of institutional clients.
  • Experience managing and supervising a large, diverse team.
  • Excellent computer skills and experience with CMMS and project management software.
  • Ability to respond to and be available when needed, including, after regular work hours, weekends, holidays, etc.

Desired Qualifications :

  • Advanced Engineering Degree or MBA.
  • Direct union management experience.
  • Knowledge or experience with Berkeley Lab, UC, DOE policy, procedures and regulations.

  • The Facilities Division Deputy Director position is expected to pay $234,000 to $309,000 annually, which fits within the full salary range of $201,552 - $340,092 annually for the job classification of AB1.5.
  • Salary for this position will be commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
  • It is not typical for an individual to be offered a salary at or near the top of the range for a position. Salary offers are determined based on the final candidate's qualifications and experience.
