Position Title : Capture Manager

Location : Northern Virginia Area Remote / Hybrid

Clearance : Secret Clearance Eligibility

OneZero Solutions continues to exceed growth projections. Due to an anticipated increase in opportunities within the federal government contracting space, we are seeking a Capture Manager with proven DoD market experience. We are seeking an immediate hire with an exceptional attitude and skill set aligned with the duty and experience descriptions below. If you have a track record of identifying, pursuing, and winning contracts with the federal government and you meet or exceed the qualifications below, we want to speak with you. Ideally, the Capture Manager will reside in the National Capital Region.

Job Summary : The Capture Manager will own and drive solutioning and pre-proposal activities for several pre-qualified federal opportunities, ensuring the development of winning strategies and differentiated solutions. This role will also support the identification and qualification of new opportunities in partnership with the BD team.

Key Responsibilities :

  • Lead solution development for assigned pursuits, including technical, management, and pricing strategies.
  • Own the capture process from opportunity qualification through proposal submission.
  • Present strategic recommendations for bid / no-bid decisions to senior leadership.
  • Collaborate with BD and proposal teams to identify and qualify new opportunities.
  • Build and maintain relationships with federal customers and industry partners.
  • Mentor and coach junior staff to grow the portfolio and execute corporate strategy.
  • Track and report on capture metrics, win rates, and solution differentiation

Education and Experience

  • Bachelor of Arts (BA) or Bachelor of Science (BS) degree in an appropriate field and a minimum of eight (8) years' professional experience supporting federal clients.
  • Minimum four years of experience building capture plans and successfully winning competitively solicited DoD requirements. History of winning opportunities of $25,000,000 or larger.
  • Demonstrated experience leading solution development and multi-disciplinary teams for complex, competitive DoD pursuits.
  • Experience engaging with and / or managing multiple subcontractors or other industry partners.
  • Experience driving and supporting RFP response activities, to include themes / shaping, solutioning, compelling and technically astute narrative, and pricing alignment.
  • Deep understanding of Cybersecurity, DevSecOps, Data Analytics, and / or Enterprise IT requirements and offerings.
  • Essential Duties :

  • Demonstrate collegiality, teamwork, and partnership by embracing OneZero core values.
  • Serve as the primary owner for capture and solutioning of several pre-qualified federal opportunities, while also supporting the identification and qualification of new targets in collaboration with the BD team.
  • Work with the OneZero business development team to achieve annual growth and pipeline development goals.
  • Develop account plans for multiple federal markets, including significant qualitative and quantitative analyses.
  • Develop and execute capture & call plans for strategic and near-term opportunities including pricing, staffing, and content creation.
  • Own and drive solutioning for assigned opportunities, collaborating with SMEs and proposal staff to develop differentiated technical, management, and pricing approaches.
  • Assist in development of successful pricing strategies, identify risks, and interpret solicitation requirements.
  • Build and maintain positive relationships with federal representatives and industry teaming partners.
  • Build OneZero's awareness of business and procurement trends in the Federal space.
  • Coach, mentor, and train staff to effectively grow the portfolio and execute corporate strategy.
  • Represent OneZero at various conferences, events, and other forums.
  • Support pre-award contract transition activities.

  • Travel is required, sometimes on short notice.
