The American Association of State Highway and Transportation Officials is currently hiring a Program Manager, Traffic Engineering and Maintenance, a full-time position located in our Washington, DC office.

Nature of Position :

The incumbent for this position will manage a range of activities to support various AASHTO engineering committees, Technical Service Programs (TSPs), and associated technical committees as directed by the Program Director for Project Delivery.

The Program Manager will act as the engineering staff liaison overseeing and providing support to the Committee on Traffic Engineering, Committee on Maintenance, associated Technical Committees, and Technical Service Programs including AASHTO Equipment Management, AASHTO Winter Weather Management, AASHTO STEM Outreach Solutions, and AASHTO Preservation Management.

Responsibilities include managing updates to AASHTO engineering standards and specifications; coordinating committee responses to Notice of Proposed Rule Making (NPRM) requests from the US DOT and other Federal Agencies;

managing contractors’ work on various TSPs; coordinating committee research and publication efforts; and working cooperatively with the staff liaisons for related councils, committees, and TSPs, such as the Council on Highways and Streets, Council on Active Transportation, and the Committees on Bridges and Structures, Construction, Design, Materials and Pavements, Safety, and Transportation System Operations.

The Program Manager also facilitates the planning and delivery of technical content for the annual meetings of the committees and TSPs, and periodic meetings of the technical committees.

The Program Manager develops preliminary budgets, for review by the Program Director, for each committee and technical service program under their purview;

and coordinates, approves, and manages the travel reimbursement process for multiple committee and TSP meetings. The Program Manager also keeps current on relevant engineering activities and specifications through participation, where appropriate, in other AASHTO activities as well as external associations.

Travel is required for committee support (25 to 35 days per year).

Position Requirements :

The successful candidate will have about 8 years of professional project management experience. A bachelor's degree in engineering, or a related technical or scientific field is required, though a similar level of experience may substitute for education.

Evidence of a higher degree and / or professional registration is desired.

The candidate must have program management, administrative, and organizational skills. The candidate should have a broad understanding of the technical aspects of transportation engineering and sound comprehension of the administrative, legislative, and regulatory processes at state and federal levels.

A strong knowledge of engineering design, traffic engineering, construction, and / or maintenance for transportation facilities is desired.

The candidate must have strong verbal and written communication, including demonstrated ability for public speaking. This incumbent is oftentimes required to work with contractors, staff, and committee members and should be comfortable with cooperation and regular oral and written communication.

The incumbent must have a high aptitude for technology, including strong knowledge of office computer applications and aptitude for learning new applications.
