Job Title
An incumbent to this position assists the Commissioner in performing specific activities as well as performs research and prepares reports deemed necessary by the Commissioner. S / he advises and updates the Commissioner on various issues, carries out specific administrative details of the office and will be involved in high-level confidential matters. The incumbent must be able to identify, research and solve problems, with availability to work on a flexible schedule. Work will primarily be project-oriented with specific outcomes and deadlines. No supervisory duties are exercised and the incumbent reports directly to the Commissioner.
Functions in a confidential capacity in the performance of duties as directed by the Commissioner; Assists in the development and implementation of the department's strategies and tasks; Participates in studies and prepares statistical reports as required by the Commissioner; researches, compiles, analyzes and verifies data and pertinent information in relation to matters of the department, makes recommendations based upon the results of analysis and research; implements or supports the implementation of policies; Reviews and analyzes local, state and federal legislation pertaining to activities of the department; prepares summaries and reports on same; makes recommendations to support or oppose pending legislation; Corresponds with other governmental jurisdictions and outside agencies regarding specific functions that may relate to the department; Prepares data for presentation to the Buffalo Fiscal Stability Authority and other agencies; Performs related duties as required.
Minimum Qualifications : Masters or Bachelors Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education / U.S. Secretary of Education, (any major).
Additional Information : Good knowledge of the organization, methods and procedures of the department; Good knowledge of research methods and procedures; Ability to make recommendations on policies and actions; Ability to "multi-task" and to meet deadlines with high quality work products; Ability to present data, reports and comments clearly and concisely both orally and in writing; Ability to operate a personal computer including the use of application programs; Ability to establish and maintain effective working relationships; Good judgment, accuracy, thoroughness, tact, confidentiality, flexibility in availability; Physical condition commensurate with the demands of the position.
