We are currently seeking a Senior Operations Analyst for contingent hire. The supported client, the Marine Corps Installation Command (MCICOM), is located in the Pentagon, Arlington, VA.

Daily worksite is hybrid Battelle office and remote location depending on work requirements.

Job Summary

Battelle’s Critical Infrastructure Business Line is currently seeking candidates qualified to serve as a Senior Operations Analyst in support of a Department of Defense client.

This full-time position will support MCICOM which is located in the Pentagon in Arlington, VA with the work to be performed on a Battelle site or remotely.

MCICOM is the single authority for all Marine Corps Installations and exercises command and control of Marine Corps Regional Installation Commands, establishes policy, exercises oversight, and prioritizes resources to optimize support to the Fleet Marine Forces and tenant commands.

Marine Corps Installations are the foundational platform from which the Marine Corps generates, deploys, employs, sustains, and recovers ready forces.

Responsibilities

  • Lead the development of assessments and recommendations concerning MCICOM’s processes, programs, procedures, and systems to better align the command’s strategic capabilities to the Marine Corps’ operational requirements and priorities.
  • Apply analytic methodologies and principles to address MCICOM's needs.
  • Conduct research, survey literature, or market data; summarize data; and compile analyses, reports, or other documentation.
  • Make recommendations concerning MCICOM’s processes, programs, procedures, and systems to better align the command’s strategic capabilities to the Marine Corps’ operational requirements and priorities.
  • Align processes, resources planning and department goals with overall strategy and provides support an insight into significant organizational changes.
  • Travel to client conferences, planning events, or other meetings may be required up to 10% of working hours.

Key Qualifications

  • A post-graduate degree in a related field with ten (10) years of experience in a related field, include elements of military installation management, disaster preparedness, emergency management, continuity planning, or operations or a bachelor’s degree and a minimum of fifteen (15) years of experience in the same related fields.
  • Experience providing analytical or programmatic support for installation-related Program Objective Memorandum (POM) processes including high-level planning efforts within the Planning, Programming, Budgeting, and Execution System (PPBES) and other USMC funding efforts.
  • Must have excellent verbal and written communication skills along with customer interaction and presentation capabilities.
  • Proficient knowledge and experience required of Microsoft Office products (MS Word, MS Outlook, MS Excel, MS PowerPoint), Microsoft Internet Explorer, and Adobe Acrobat Reader.
  • Must exemplify a dedication to achieving the mission of the customer as well as high standards of quality and excellence in performing individual duties.
  • Must be able to work in a fast-paced environment while being able to prioritize work to balance multiple projects and deadlines.
  • Must be able to work independently, unsupervised, or when leading a group.

Preferred Qualifications

  • Be familiar with the Defense Program Review Initiative (DPRI) and associated programs.
  • Experience providing support to the development and execution of risk management programs.
  • Experience providing support to the development and execution of change management programs.
  • Experience leading conference planning and meeting support to include pre-event planning, on-site coordination, and post-event activities for designated government, and inter-agency conferences, symposia, and workshops.

Security Qualifications

  • U.S. Citizenship is required.
  • Must possess an active Secret security clearance current within five years.
  • Must maintain the security clearance for the duration of the period of performance.
