The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.

OCME’s Human Resources Department seeks Labor & Employee Relations Specialist who will serve as resource for all Employee Discipline, Grievance, and Labor-related matters.

In this important role, the selected candidate will, routinely interact with the DOHMH’s Employee Law Unit, labor unions, managers, supervisors, and employees to promote positive labor relations, facilitate resolution of issues, and serve as the primary contact for handling routine and difficult disciplinary matters.

The selected candidate will also participate in Employee Relations activities such as conducting and scheduling training.

Specific responsibilities will include, but not be limited to :

  • Serve as conference leader at Step II hearings
  • Conducting research and analysis in support of employee disciplinary matters
  • Provide contractual guidance and interpretation for managers and supervisors concerning disciplinary procedures
  • Serving as primary liaison to the Employment Law Unit at DOHMH and the Office of Labor Relations
  • Assisting in the case preparation for Disciplinary Grievance and OATH hearings, and related issues
  • Attends disciplinary hearings at DOHMH & OCME
  • Preparing and updating the Monthly Disciplinary Reports.
  • May assist in the managing of the Agency’s Performance Management Program, providing guidance to supervisors and managers on performance management tools, and maintaining Performance Management tracking systems
  • Will participate in the E-Performance roll-out agencywide
  • Assist in the Employee Performance Evaluation Appeal process.
  • Reviewing and providing guidance to managers and supervisors for the preparation of warning memos, counseling / coaching discussions
  • Formulating and assisting in the implementation of appropriate management responses to problem situations which will foster harmonious and productive employee relations
  • May supervise staff performing labor and employee relations duties

Minimum Qualifications

1. A master's degree from an accredited college in business or public administration, economics, labor or industrial relations, statistics, industrial psychology or a closely related social science field and one year of satisfactory full-time professional experience in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics, economic planning, or a related area; or

2. A baccalaureate degree from an accredited college and three years of professional experience as described in "1" above; or

3. Education and / or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college.

Residency RequirementNew York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
