Fiscal Operations Analyst

The Fiscal Operations Analyst performs complex accounting and budget analysis, assists with grant and project budgeting, prepares technical and financial reports, and ensures compliance with federal, state, and local fiscal requirements. This position is ideal for a highly organized, detail-oriented professional who enjoys analyzing financial data, collaborating with multiple departments, and helping ensure the District's resources are managed accurately and effectively.
Under the general supervision of the Chief Business Officer, performs complex accounting and clerical work in keeping and reviewing District financial data, statements, reports, and records accurate. Serves as a communication link to multiple school sites, coordinates work flow with site administrators and support staff and provides technical assistance with accounting and budgeting policies. Prepares technical and statistical reports for the district and assists with the preparation of the district annual budget development cycle. Exercises independent judgement and decision making on standard accounting practices and procedures in the district.
Knowledge and Application of:
Knowledge of, and the ability to apply accounting and budgeting principles, fiscal accountability methods, common business practices and the use of common business systems. The ability to review and interpret laws, rules and regulations appropriate to the position and the District, communicate effectively and maintain cooperative relationships with those contacted in the course of work.
Essential Functions of This Position:
- Assist in the development, coordination and monitoring of assigned district, project and grant budgets including the needed accounting functions related to these budgets.
- Monitor project and grant accounting and budgeting processes and procedures for the district.
- Maintain budget and accounting systems and procedures in accordance with Federal, State and Local guidelines.
- Assist in overseeing preparation of and submission of applications and required reports to Federal, State and Local offices.
- Assist business department support staff as necessary.
- Provide budget and accounting services and distribute information to personnel responsible for budget management.
- Assist with preparing budget revisions and budget projections.
- Account for the impact of salaries, including staff that is multi-funded, on assigned budgets.
- Provide information related to year-end closing.
- Coordinate information needed for transfers to proper accounts and funds.
- Attend District, School, County and other meetings in relation to duties and responsibilities as required.
- Assist in the maintenance of the District chart of accounts and coordinate the entry of new accounts in the financial system.
- Serve as communication link between the Chief Business Officer and District staff, School Site Administrators and facility and operations, and the public.
- Assist in preparation of Board Agenda items.

Ability to:

- Prepare budget transfers, journal entries, and cash transfers
- Coordinate, organize, and monitor various clerical functions throughout the district
- Compile data and related information and prepare comprehensive reports
- Verify accuracy and completeness of various documents and workflows
- Maintain the security of sensitive, confidential, and privileged information
- Read, interpret and apply technical operational procedures, policies, rules, regulations, and legal provisions as necessary
- Develop, prepare, audit, revise, and/or maintain a variety of accounting, budget, and financial reports, statements, transactions, and records in accordance with applicable laws, codes, statutes, rules, regulations and ordinances
- Review and analyze financial summaries, mandated internal reports, program budgets, or records for accuracy, proper account coding, and compliance
- Analyze and reconcile the general ledger, revenues, expenditures, and accounting/financial reports ensuring proper amounts, receipt, and classification
- Provide technical assistance for departments, sites, and/or programs of the district
- Work at a desk, conference table or in meetings of various configurations
- Perform light physical exertion

Experience / Education:
- High School Diploma or equivalent with five (5) years of advanced financial recordkeeping, accounting or budgeting experience is required.
- Bachelor's degree from an accredited college or university in accounting, finance, economics, or business administration with three (3) years of advanced financial recordkeeping, accounting or budgeting experience is preferred.
