The primary purpose of this position is : To exercise first level supervisory authorities within the 453d Electronic Warfare Squadron (EWS) as the Chief Engineer across all current and future squadron electromagnetic spectrum warfare technology mission areas. Also serves as the senior technical advisor to the 453 EWS Commander.

Duties

Duty 1 - Plans organizes and directs the activities of the 453 EWS ensuring that Electronic Warfare analyses and / or engineering assignments complies with legal and regulatory requirements and meets customer needs.

Duty 2 - Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies procedures and directives of management.

Duty 3 - Performs a broad range of Electronic Warfare analyses and / or engineering assignments entailing unique problems creativity innovative use of techniques advance approaches and or new technology.

Duty 4 - Utilizes scientific inquiry in the independent development of policy guidance and integration initiatives to support assigned projects studies or problems.

Duty 5 - As a recognized expert provides technical guidance advisory support lead and assistance on projects and / or major phases for broad and varied operations.

  • This is an Interdisciplinary position that may be filled as a Ops Research Analyst GG; Computer Engineer GG; Electronics Engineer GG; or Computer Scientist GG.
  • Engineer Technical Manager (ETM) and / or Program Management (PM) desired.
  • The employee may be required to travel in military and / or commercial aircraft to perform temporary duty assignments.
  • A bachelors degree in a related professional discipline such as computer or electronics engineering computer science or mathematics is required.
  • Positions are covered by the Acquisition Professional Development Program (APDP) and the employee must meet or be capable of meeting Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position.

Qualifications

This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the Supervision / Management work category are at the Senior work level and are equivalent to those at the GS-14 level. The selectees salary will be set within the 14 grade equivalent to a GS / GG grade based on the selectees qualifications in relation to the job.

In order to qualify you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions Professional and Scientific Positions.

BASIC REQUIREMENT :

OPERATIONS RESEARCH SERIES (1515)

A. Bachelors degree. Successful completion of a full 4-year course of study in an accredited college or university leading to a bachelors or higher degree that included a major field of study or specific course requirements in : operations research; or at least 24 semester hours in a combination of operations research mathematics probability statistics mathematical logic science or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

COMPUTER ENGINEERING SERIES (0854) or ELECTRONICS ENGINEERING SERIES (0855).

A. Degree : Engineering. To be acceptable the program must : (1) lead to a bachelors degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics : (a) statics dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics such as optics heat transfer soil mechanics or electronics.

B. Combination of education and experience college-level education training and / or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering and (2) a good understanding both theoretical and practical of the engineering sciences and techniques and their applications to one of the branches of engineering. A. Bachelors degree in computer science or bachelors degree with 30 semester hours in a combination of mathematics statistics and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

In addition to meeting the basic requirement above to qualify for this position you must also meet the qualification requirements listed below :

EXPERIENCE REQUIRED : Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge skills abilities and competencies necessary for successful job performance required for this position. Examples of creditable experience include : Professional knowledge of engineering mathematics statistical analysis modeling / simulation and / or other scientific concepts principles standards methods techniques practices and procedures. Knowledge of safety and security regulations practices and procedures. Broad knowledge of agency AF DoD and national-level doctrine regulations policies guidelines requirements and initiatives related to assigned program(s) and / or project(s). Note : Creditable experience may include previous military experience experience gained in the private sector or experience gained in another government agency.

KNOWLEDGE SKILLS AND ABILITIES (KSAs ) : Your qualifications will be evaluated on the basis of your level of knowledge skills abilities and / or competencies in the following areas :

1. Professional knowledge of engineering mathematics statistical analysis modeling / simulation and / or other scientific concepts principles standards methods techniques practices and procedures.

2. Knowledge of safety and security regulations practices and procedures.

3. Broad knowledge of agency AF DoD and national-level doctrine regulations policies guidelines requirements and initiatives related to assigned program(s) and / or project(s).

4. Skill in establishing and maintaining effective relationships negotiating complex issues and resolving conflicts based on mature judgment experience and recognized professional standing.

5. Skill in applying analytical and evaluative techniques to identify investigate and resolve complex issues or problems.

6. Ability to plan organize and direct the functions and staff of a small to medium sized organization and ability to modify standard practices and techniques to solve complex interrelated problems

CONDITIONS OF EMPLOYMENT CONTINUED :

1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI) other intelligence-related Special Sensitive information or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.

2. Drug Testing : This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force national security and public safety.

3. Key Position : The duties of this position meets all requirements as a category 4 designation and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW : DoDD 1200.7 Screening the Ready Reserve.

PART-TIME OR UNPAID EXPERIENCE : Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE : Refers to paid and unpaid experience including volunteer work done through National Service Programs (i.e. Peace Corps AmeriCorps) and other organizations (e.g. professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience including volunteer experience.

Education

POSITIVE EDUCATION REQUIREMENT : This position has a positive education requirement. If transcripts are not provided your resume MUST list the appropriate academic field (e.g. biology mechanical engineering economics sociology etc.) and all courses you have taken (including those failed) which appear to satisfy the qualification requirements of the position for which you are applying. List graduate and undergraduate courses separately. Include the descriptive title and course code completion date grade number of semester quarter or classroom hours (for education completed at business secretarial technical school or military schools) and graduate and undergraduate classes.

  • As of 1 Sep 2016 current internal AF employees must attach their transcripts. Failure to do so will result in not being referred for the position.

    This position is a Defense Civilian Intelligence Personnel Systems (DCIPS) position implemented under Section 504 Title V of Public Law 99-569 Intelligence Authorization Act for Fiscal Year 1987 as codified in Sec 1601 Chap 83 of Title 10 United States Code which sets forth Air Force policies and procedures for DCIPS. This position is in the Excepted Service.
