GENERAL DESCRIPTION
The Information Technology Services team is looking for a talented and highly motivated individual with experience in MuleSoft programming, Agile Team development, systems analysis, and design work. The ideal person will be effective in working in a dynamic and collaborative team environment, communicating with users, and administering meetings and presentations as required. The successful candidate will have the opportunity to participate as a team member developing new solutions and experiencing the varied aspects of application development. ESSENTIAL POSITION FUNCTIONS
Programmer I:
- Designs, codes, tests, debugs and implements computer programs
- Analyzes, reviews, revises and resolves computer program problems
- Analyzes division’s business needs to best determine automation solutions
- Prepares comprehensive documentation of new and existing systems
- Evaluates existing applications for requirements, software releases or equipment configurations
- Promotes and effectively manages good customer service and satisfaction
- Performs related work as assigned
- Maintains relevant knowledge necessary to perform essential job functions
- Attends work regularly in compliance with agreed-upon work schedule. Telework schedules are permitted for employees based on the agency’s approved Telework Plan, if schedule does not adversely affect operations and service levels, and standard hours of operation are maintained
- Ensures security and confidentiality of sensitive and/or protected information
- Complies with all agency policies and procedures, including those pertaining to ethics and integrity
Programmer II – All of the above functions for a Programmer I, PLUS:
- Performs research and the analysis required for project proposal, software and systems modifications, and new projects
- May train others
Programmer III – All of the above functions for a Programmer II, PLUS:
- Plans, organizes and coordinates team project efforts
- May assist in development of standards and procedures
Qualifications
MINIMUM QUALIFICATIONS
Programmer I:
- Education: Bachelor’s degree from an accredited college or university; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: programming, web design and development, system design
- Experience: One year of experience programming in MuleSoft, Java or other object-oriented languages
- Experience: Experience with Microsoft SQL Server and/or MySQL and coding in SQL
- Experience: Working with customers in a partnership to develop solutions
- Experience: Experience with Git/GitHub for branching, merging, and pull requests.
- Knowledge of automated data processing equipment, systems, and methods
- Skill in effective oral and written communication
- Skill in exercising sound judgment and effective decision making
- Skill in systems analysis and problem solving
- Skill in performing detailed work accurately
- Skill in handling multiple tasks, prioritizing, and meeting deadlines
- Skill in establishing and maintaining effective working relationships with other employees, agencies and corporate groups
- Skill in using a computer for word-processing and data entry/retrieval
- Ability to handle stressful situations
- Ability to receive and respond positively to constructive feedback

- Ability to work 7 a.m. – 4 p.m. or 8 a.m. – 5 p.m., Monday through Friday

- Ability to provide on-call support, 24 hours per day/7 days per week, during emergency situations
- Ability to arrange for personal transportation for business-related travel
- Ability to lift and relocate 30 lbs.
- Ability to travel (including overnight travel) up to 5%
Programmer II – All of the above qualifications for a Programmer I, PLUS:
- Experience: One additional year of experience programming in MuleSoft, Java or other object-oriented languages
Programmer III – All of the above qualifications for a Programmer II, PLUS:
- Experience: One additional year of experience programming in MuleSoft, Java or other object-oriented languages
PREFERRED QUALIFICATIONS
- Education: Bachelor's degree from an accredited college or university with major coursework in data-processing, computer science, computer information systems (CIS), management information systems (MIS), or a closely related discipline; experience in the following (or closely related) fields may be substituted for the required education on a year-for-year basis: data-processing, computer science, computer information systems (CIS), management information systems (MIS), MuleSoft, development, and/or business analysis, implementing software solutions or a related field
- One to three years of experience with MuleSoft development or other integration/API platforms (such as Dell Boomi, Apigee, Azure Logic Apps, or similar).
- Experience with AnyPoint Studio or Eclipse-based IDE
- Experience with AnyPoint Platform
- Experience with modeling APIs
- Experience working with API protocols and data formats such as REST, SOAP, XML, JSON, or YAML.
- Experience working as a member of an Agile development team
- Experience using Jira (or similar tools) for Agile project tracking and issue management.
- Experience with Maven
- Experience with cloud platforms such as AWS, Microsoft Azure, or Salesforce.
- Strong understanding of RDBMS.
- Experience with Linux commands
- Knowledge: Software development life cycle and the foundations of Agile
- Abilities: Assess user needs and communicate technology systems and solutions, and perform systems evaluations based on documented test plans and scenarios
- Abilities: Create and validate test classes and move code and other components into Production environment
- Certifications: Software development/programming certification
