Job description

Assistant Facility Administrator

The Assistant Facility Administrator is responsible for all operations of the detention/residential units during the shift and tour of duty. The Assistant Facility Administrator will ensure that order, discipline, safety and security is maintained in the facility at all times. The Assistant Facility Administrator will ensure that all standards mandated by the Texas Juvenile Probation Commission are adhered to at all times during the tour of duty.

Essential Duties

Provide a safe and secure environment for all residents at all times.

Participate in the interview panel for selection of full-time detention personnel, provide the top three candidates to the director of LCJJC for final interview and/or decision.

Interview all part-time staff and submit candidates to the director of LCJJC for final approval before hiring.

Provide assistant facility administrator portion of new employee orientation training to all new detention/residential staff during the first two weeks of employment. Assign the new staff member to an experienced staff member for on-the-job training.

Facilitate bi-monthly meetings with assigned team. Submit proposed agenda to facility administrator for approval prior to the meeting.

Ensure that each detention/residential officer submits accurate weekly time sheet on the Monday following each pay day.

Prepare and conduct six-month evaluations on all new staff members and a yearly evaluation on all others. Present all evaluations to the facility administrator for his/her signature and approval.

Take formal disciplinary measures with employees who are in violation of the facility's policies and procedures. An assistant facility administrator, regardless of shift assignment, is expected and authorized to take disciplinary action against any detention/residential officer found to be in violation of LCJJC policy and procedure.

Encourage staff to utilize innovative programs with residents. Review all written proposals for new programs.

Develop, update and implement cluster daily activity schedule on a monthly basis.

Assist the facility administrator, probation supervisor, and assistant probation supervisors with facility population management.

Make detention/release decisions on all referrals to the facility in conformity with Section 54.01(e) (1) (2) (3) (4) and (5), Texas Family Code.

Assist facility administrator in preparing any statistical information or special reports for the director of LCJJC, the Juvenile Board or Texas Juvenile Justice Department.

Personally monitor detention/residential officers several times each shift to ensure that the cluster schedule is followed and that all programs are implemented. Report any major inconsistencies or problems, in writing, on the daily shift report to the director and facility administrator.

Provide statistical and other reports on population, referrals and programming as required.

Provide coordination and act as a liaison between detention/residential units and probation units, social agencies, law enforcement, Courts, area probation departments, the public, etc.

Develop and implement innovative programs and changes to current program.

Personally monitor program staffing, counseling sessions, cluster group counseling and daily activities to ensure adequate skills for job performance.

Communicate immediately with and inform the facility administrator of any special, serious, unusual or potential hazardous incidents pertaining to the safety and security of youth, staff and community to ensure appropriate action is taken.

Assist with providing training for detention/residential staff.

Monitor logs frequently in clusters, security and control to ensure their accuracy. Log each check in the appropriate logbook.

Personally respond to any and all emergency/assistance calls to ensure that LCJJC policies, procedures and restraint techniques are being followed and adhered to.

During school hours, ensure that order and discipline are maintained in all classrooms. Ensure that the proper ratios of supervision are maintained in the classrooms.

Ensure that residents are receiving timely level reviews by detention/residential staff.

Actively participate in and organize special therapeutic activities for residents.

Actively participate in cluster programs.

Review all rule infraction forms on residents to ensure fair disciplinary actions. Review all detention and restraint times to ensure the appropriate use of physical and mechanical restraints by staff. Submit incident reports and restraint usage forms to the facility administrator.

Arrange transportation, when necessary, for residents to hospitals, doctors, TJJD and other facilities or activities.

Ensure that clusters are clean, tidy, in good repair and that the residents are safe and secure.

Collect urine samples from juveniles for analysis in accordance with departmental policy.

Perform other duties as assigned.

Position Requirements

To be eligible for appointment as assistant facility administrator, a person must meet NCIC/TCIC employment guidelines. Must possess good moral character. Must be at least 21 years of age. Possess either a High School Diploma or a General Equivalency Diploma (GED) from a high school or issuing authority within the United States of America. Must successfully complete a sex offender check conducted by a local law enforcement agency. Must have three years experience in a secure detention/residential program. Must have acquired a college degree from an accredited University and have two years experience in a correctional setting. Must have no disqualifying criminal history as mandated by TJJD. Capable of being and remaining certified as a Detention Officer by TJJD.

Supplemental Information

Knowledge of Texas Family Code; Texas Penal Code; Texas Juvenile Probation Standards; Standards for Juvenile Detention Facilities; Standards for Juvenile Post-Adjudication Secure Correctional Facilities; and General business practices. Must possess ability to utilize personal computer. Employee will be required to effectively communicate while public speaking, as well as written and orally day to day. Employee must possess the ability to work independently and efficiently while make informed decisions.

This job requires some light lifting (less than 50 lbs), ability to run in response to unit emergencies, unlock doors, occasional squatting, bending and kneeling associated with filing and/or restraining offenders. This position requires the individual to have the ability to properly restrain out of control youth and to maintain restraint certification as mandated by TJPC.

Workspace is located in the secured area of the Lubbock County Juvenile Justice Center which is a non-smoking building. Work week and hours will be flexible and may be subject to shift rotation every ninety (90) days. The work week begins on Saturday and concludes on the following Friday. The assistant facility administrator position is an "exempt" position and not eligible for overtime or compensatory time.
