Overview
GovCIO is currently hiring for a Program Manager over several applications for a new exciting opportunity. This position will be full time and fully remote, within the continental United States.
Please note : The contract has not been awarded; this position remains unfunded and is contingent upon the award of the contract.
Responsibilities
Directs all phases of programs from inception through completion. Responsible for the cost, schedule and technical performance of company programs or subsystems of major programs. Participates in the negotiation of contract and contract changes. Coordinates the preparation of proposals, business plans, proposal work statements and specifications, operating budgets and financial terms / conditions of contract. Acts as primary customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance. Develops new business or expands the product line with the customer. Establishes milestones and monitors adherence to master plans and schedules, identifies program problems and obtains solutions, such as allocation of resources or changing contractual specifications. Directs the work of employees assigned to the program from technical, manufacturing and administrative areas.
Manages one or more programs of size and complexity, may manage an operating / field office, and supervises professional and technical personnel performing in their customary disciplines.
Maintains aggressive efforts to achieve objectives.
Prepares manpower staffing plans, including skill and labor mix, to support contract operations. May be responsible for recruiting, interviewing, and hiring staff.
Monitors contract, subcontract, and funding; prepares forecasts of program financial performance.
Acquires follow-on business associated with areas of responsibility and supports new business development by leading major proposals personally, or through subordinate program / project managers.
Reports updates to leadership through regular reports.
Oversees a team of BAs to ensure on-time deliverables to the customer.
Strategic thought leader on future growth of the programs.
Qualifications
Bachelor's with 12+ years (or commensurate experience)
Required Skills and Experience
Experience leading a team in a VA IT system environment
Experience managing Scrum / Agile teams
Experience overseeing Project Managers, multiple projects, and technical team leads
Experience working with customer to navigate complex problem solving, strategic relationship building, and ensuring customer needs are met
Strong problem solving skills
Competence in Microsoft Suite
Strong verbal and written skills
Positive attitude and willingness to step in, where needed
Preferred Skills and Experience
Experience leading development projects with multiple objectives
Experience with Jira, Confluence, SharePoint, and GitHub
Experience navigating contract renewals, support, and optional tasks
Clearance Required : Ability to obtain and maintain Suitability / Public Trust clearance

Posted Pay Range
