Responsibilities

  • Support budget formulation for the client’s programs by compiling estimated costs in the required categories and creating alternative versions to fit specified scenarios
  • Collaborate with program staff members to develop resource allocation plans (RAPs) and congressional justifications (CJs), Multi-Year Spend Plans, current year Spend Plans, Life Cycle Cost Estimates (LCCE) Cost Estimating Baseline Document (CEBD), Integrated Logistic Support Plan (ILSP), Schedules, and acquisition documentation.
  • Experience in developing and presenting overall program health by identifying financial, budgetary, and funds execution issues and trends in the support of CBP and DHS-level ADE events, ARBs, and Portfolio Reviews
  • Provide analysis and data to ensure that program budgets align with strategic and programmatic goals and adhere to fiscal guidance and DHS and CBP budget policy
  • Prepare and enter Purchase Requisition Requests as reflected in Program Spend Plans into Program Office tool (e.g., for entry into SAP)
  • Maintain program and contractor cost baselines
  • Develop, review, and execute project-level spend plans, and conduct recurring reviews of program resource utilization to identify risks / issues that might affect the program’s overall objectives
  • Prepare periodic reports on the allocation, status, tracking, commitment, obligation, and expenditure of funds
  • Prepare and process funding documents, identify program funding variances, recommend appropriate reprogramming actions or corrective actions, and report reconciled status of funds
  • Collaborate and coordinate with budget analysts and program manager

Qualifications

Required :

  • SME : Industry Leader, with 10-15 years of experience in Financial Analysis and name recognition within the CBP organization
  • Senior : Minimum of a Master's Degree and 10 or more years in Financial Analysis OR a Bachelor’s Degree and 18+ years of experience in Financial Analysis
  • Mid-Level : Minimum of a Bachelor's Degree and 3-10 years in Financial Analysis
  • Knowledge of Programming, Planning, Budgeting and Accountability (PPBA)
  • Experience working with financial management software and tools such as SAP Enterprise Resource and Business Warehouse (BW), INVEST, advanced excel (pivot tables, formulas), and working with large financial data sets
  • Experience advising program(s) in the preparing or evaluating the financial, cost and budgetary components of an OMB Business Case in the Investment Evaluation Submission and Tracking System (INVEST) software application
  • Experience with Enterprise Financial Management Tools
  • Proficiency in Microsoft Word, Excel, Outlook, PowerPoint, and SharePoint.
  • Ability to communicate clearly with a variety of stakeholders.
  • Abilitytodemonstrateinitiative,effectively solve problems,and adapt to changing requirements.
  • Ability to manage quick-turnaround tasks and be very detailed-oriented.
  • Strong communication skills, both oral and written.
  • Ability to pass a government background investigation, including financial, criminal, residential, educational, foreign affiliation, prohibited substance abuse, and employment verifications;

active U.S. Customs and Border Protection background investigation preferred. Please note that only U.S. citizens are eligible for a suitability determination.

Preferred :

  • A current, adjudicated CBP BI is a significant plus
  • Previous work formulating or executing CBP budgets.
  • Relevant certification(s) such as : CGFM, CDFM, PMP, CFCM, and / or CPCM
  • Understanding of Acquisition Program Management (e.g., MD-102) is a plus)
  • Understanding of contract management is a plus
