GENERAL SUMMARY
The Chief Financial Officer - Non-Gaming / Investments provides strategic financial leadership for PDC's diversification and non-gaming operations. Reporting directly to the PDC Board of Directors with responsibility for identifying, analyzing, and executing investment opportunities that complement core business operations. This executive role requires expertise in business valuation, M&A, capital markets, and portfolio management while maintaining relationships with Pechanga Tribal Council and executive leadership. Formulates investment policies and provides comprehensive financial analysis to support strategic decision-making for both Board of Directors and Tribal Membership. Strong analytical capabilities, communication skills, and understanding of tribal enterprise dynamics are essential.
KEY RESPONSIBILITIES
- Investment Analysis & Execution
- Lead due diligence for acquisitions, joint ventures, and strategic partnerships
- Develop financial models for business valuation and capital structure optimization
- Structure complex transactions including growth equity, debt financing, and derivative instruments
- Portfolio Management & Risk Oversight
- Oversee performance of PDC's diversified investment portfolio
- Establish key performance indicators, reporting frameworks and comprehensive risk management frameworks including market, credit, and operational risk
- Optimize capital allocation strategies and hedging activities across portfolio companies
- Capital Markets & Complex Financing
- Maintain relationships with institutional investors, PE firms, and alternative capital providers
- Structure & negotiate sophisticated financing arrangements for acquisitions and development projects, including convertible securities, preferred equity, and credit facilities
- Design optimal cap tables balancing growth capital with control and risk considerations
- Technical Accounting & Compliance
- Oversee complex transaction accounting and implementation of new accounting standards
- Ensure compliance with GAAP, SEC reporting requirements, and regulatory frameworks
- Coordinate with external auditors and manage technical accounting research and documentation
- Stakeholder Communication
- Present investment analysis and risk assessments to PDC Board & Tribal Council
- Prepare comprehensive financial reports and variance analysis for Tribal Membership
- Coordinate with external advisors, investment banks, consultants, and legal counsel
- Strategic Planning & Business Integration
- Lead integration of subsidiaries, investments, and strategic acquisitions
- Participate in long-term planning for PDC and related entities
- Evaluate expansion opportunities across diverse industry verticals & geographic regions
- Technology & Data Analytics Integration
- Implement advanced financial systems and analytics platforms to support investment decision-making
- Leverage data assets from operations to identify synergistic investment opportunities
- Develop metrics to measure social & environmental impact alongside financial returns
- Team Leadership & Development
- Build & lead high-performing investment and financial analysis teams
- Identify and / or establish training programs and professional development opportunities for staff
- Foster succession planning and collaborative relationships across entities and external partnerships
ACCOUNTABILITY
This position is responsible for departmental hiring, performance evaluations, corrective actions, termination, and team member relations. Reports directly to PDC Board of Directors and maintains regular communication with Pechanga Tribal Council leadership.
Qualifications & Guidelines
EXPERIENCE—TRAINING—EDUCATION
MBA or MS in Finance required; CPA designation strongly preferred. Minimum ten (10) years of progressive experience in corporate finance, risk management, or CFO roles with emphasis on complex transactions and capital markets. Demonstrated track record of successfully completing transactions exceeding $10 million.
COMMUNICATION SKILLS
This position requires exceptional written and verbal communication abilities including preparation of detailed investment memoranda, board presentations, and stakeholder reports. Must be capable of presenting complex financial concepts to diverse audiences including tribal leadership, board members, and external partners. Bilingual capabilities (English / Spanish) preferred given regional demographics.
ANALYTICAL & TECHNICAL SKILLS
Advanced proficiency in financial modeling, valuation methodologies, and statistical analysis. Expert competency with modern financial systems, database management and analytics platforms. Ability to synthesize complex market data, identify investment trends, and develop actionable strategic recommendations.
LEADERSHIP & STRATEGIC THINKING
Proven ability to lead cross-functional teams, manage complex projects, and drive organizational change. Strong strategic thinking with experience in long-term planning, scenario analysis, and risk assessment. Ability to balance short-term performance with long-term wealth creation objectives.
SKILLS / ABILITIES
- Valuation Mastery :
Fluent in multiple valuation methodologies with specific expertise in experimental and data-driven businesses
- Risk Management & Derivatives :
Advanced capabilities in market, credit, and operational risk assessment with experience in hedging strategies and derivative instruments
- Technology Integration :
Understanding of fintech, digital transformation, data monetization opportunities, research, presentation and communication channels
- Complex Transaction Accounting :
Deep expertise in technical accounting, revenue recognition, and implementation of evolving accounting standards
- Capital Structure Optimization :
Extensive knowledge of debt / equity markets, credit facilities, and sophisticated financing structures
- Project Management & Regulatory Navigation :
Understanding of project finance, development risk, and regulatory frameworks
PREFERRED QUALIFICATIONS
- Prior CFO or VP Finance experience with publicly traded or large private companies
- Track record in sector investments, infrastructure development, or transformation initiatives
- Experience with ESG investing and impact measurement frameworks
- Big Four accounting firm background with capital markets and technical accounting expertise
- Established relationships within institutional investor and alternative asset communities
