Goldbelt Operations Support Services, LLC (GbOSS) offers expert construction, renovation, and support services. GbOSS has expertise in construction, renovation, and support services, from design-build to finish work. GbOSS utilizes a skillset as general contractors to assist federal clients and is 8(a) certified.
Summary :
GbOSS is in search of a Construction Inspector (CI). The Construction Inspector (CI) provides on-site oversight, inspection, and quality assurance for construction, renovation, and repair activities supporting the U.S. Coast Guard Risk Management Framework (RMF). This role ensures all work complies with contract requirements, applicable building codes, safety standards, and Coast Guard specifications. The Construction Inspector documents progress, identifies deficiencies, and serves as a technical liaison between project stakeholders, contractors, and personnel.
Responsibilities
Essential Job Functions :
- Perform a variety of Inspection duties that broadly defined will include monitoring the effectiveness of construction contractor quality assurance and quality control (QA / QC) programs, or inspection of USCG facilities for facility maintenance issues
- Ensure construction is in accordance with plans and specifications
- Make on-site inspections of construction project(s) and provide written reports
- Perform reviews including, but not limited to, equipment and material submittals, progress charts, quality control (QC) and Safety Plans, and various work plans
- Photograph the construction progress and logically file the records and transmit as required
- Monitor the Contractor's Quality Control Program for compliance with appropriate
- Research and identify design and / or construction problems and provide recommendations to the USCG Construction Project Manager / Contracting Officer's Representative (COR) / Contracting Officer (KO)
- Witness acceptance testing, commissioning, and participate in inspections
- Perform inspection of construction and USCG facilities
- Meet with the USCG to keep them informed of changes to work or schedule constraints
- Review daily Contractor's Reports and prepare Reports
- Monitor job-site safety and compliance
- Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review construction contractor's submittal, check against the materials being installed, and monitor schedule of submittals
- Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.
- Review and assist in resolving technical issues; including construction contractor Request for Information (RFI) and / or Design Clarification Request (DCR), construction contractor progress schedules and requests for information
- Prepare supporting information for proposed modifications
- Prepare field sketches measurements and recommend solutions to USCG COR
- Maintain a current set of contract plans and specifications with executed modifications posted
- Ensure the construction contractor is maintaining a current set of as-built drawings and updates the construction schedule
- Perform labor interviews when directed by the KO or COR
- Perform pre-construction plan reviews
- Arrange for transfer of documents, O&M manuals, spare parts, tools, as-built drawings, keys, and guarantees to the CG
- Monitor compliance with environmental protection requirements Noncompliance shall be brought to the attention of the COR and the construction contractor. Observe representative construction contractor's on-site samplings and tests, to assure that the test procedures are satisfactory
- Keep the COR fully informed of any technical or contractual difficulties encountered during performance
- Review payment requests / invoices and provide recommendations to the USCG construction contract COR
- Review, analyze, and make recommendations including preparation of cost estimates and time / schedule impacts on potential construction changes to the Project Manager / COR
- Perform other duties as needed

Minimum Qualifications :
Associated General Contractors
A CI candidate can meet the minimum qualifications for this contract by meeting either the Engineer / Architect qualifications described in "a" below OR the Experienced Tradesperson qualifications described in "b" below. In addition, all CI candidates must meet the minimum qualifications identified in "c" below.
ABET accredited 4-year Architecture / Engineering / Construction Management Degree (Must show degree and year received, major, and name of school / college / university degree received from)
High School Level Education (Must show name of school and year graduated)
Experience with design-build or design-bid-build contracts (Must show position title held, project location, and description of project)
