Job description

Program Manager

Performs highly professional work for successful delivery of a variety of IT and business-related projects for the Central Ohio Transit Authority.

Performs duties that advance COTA's Strategic Plan and reflect the organization's core values of safety, empowerment, accountability, teamwork, and service, and support the mission of Moving Every Life Forward.

Essential Job Functions

  • Establishes business division relationships to identify, understand, assess, prioritize and plan an overall approach at project road mapping to optimize delivery while considering constraints of capacity, change management capability and inter-connectedness of other projects, programs and objectives.
  • Leads divisions and organization in change management practices to increase the likelihood of success of execution, adoption and sustainment.
  • Identifies risks for the division and organization in terms of meeting overall business objectives and establishes and executes a plan to mitigate.
  • Establishes and maintains an overall communication plan to brief on status, escalations and results with the core business leadership; bringing together stakeholders and leading understanding and alignment on course of action.
  • Provides oversight on projects to ensure requirements, deliverables, and timelines are met;
  • Interfaces and communicates directly with third party contractor's project manager as applicable;
  • Provides Smart City assistance as needed;
  • Leads an internal COTA project team consisting of part-time team members assigned by project stakeholder management. Communicates with, and schedules internal resources as needed to perform project assignments per the project schedule. Escalates schedule conflicts and resource availability issues to project stakeholder management for resolution;
  • Schedules regular team meetings, documents meeting minutes, assigns and tracks performance of action items, and communicates project status via monthly status reports and/or face to face meetings with internal project stakeholders;
  • Acts as Quality Assurance/Quality Control Manager for projects to ensure the third-party contractor performs work at a quality level that meets COTA's requirements;
  • Engages internal resources as needed to verify quality performance and successful completion of deliverables, and obtains COTA stakeholder sign off approval on the deliverables;
  • Plays an active boundary role between internal COTA staff and third party project teams;
  • Maintains complete project documentation as required for Federal grant reporting purposes.
  • Coaches and provides training for the organization on Project Management capabilities and skills; and,
  • Performs other duties as assigned.

Minimum Education & Experience Required

  • Bachelor's degree in business administration, information technology, computer science, or related field and six (6) years of experience managing a wide range of complex projects required.
  • PMP or ITIL certification preferred.
