Job description

Job Title

Responsible for the daily operations of assigned program areas within Parks and Recreation.

Essential Functions and Other Important Duties

Manage assigned area operations and programs resources and ensure services are provided within standards of applicable regulations, policies, and procedures; identify opportunities to improve service delivery or documentation.

Coordinate with stakeholders to achieve desired results for the Department and City of Denton; collaborate with City staff, community agencies, and other stakeholders to ensure the promotion, implementation, and success of all programs.

Assist with establishing team performance measures, priorities, work sequences, and report team and program performance; ensure adherence to accreditation requirements.

Oversee strategic development and implementation of programming; evaluate, coordinate, and oversee the creation and implementation of appropriate activities, projects, and programs for the facilities assigned.

Conduct routine evaluations of programs and activities to gauge workload, performance measures, mission-focus, program effectiveness, outcomes, and impact; create, enhance, or discontinue programming and/or activities to adhere to the appropriate mission, vision, strategic plan, and budget resources.

Research processes and technologies to improve departmental efficiency and effectiveness.

Stay up to date on issues affecting the program area, including but not limited to pending legislation that may impact the area's operations.

Review current trends in recreation and evaluate other city, county, state, and national park, and recreation programs; recommend adoption and implementation, as appropriate.

Coordinate marketing and advertising of programs and facilities with stakeholders to increase public awareness and engagement of individual recreation centers and programming; serve as the primary media liaison.

Serve as liaison and/or representative at various meetings, including but not limited to, neighborhood, city council, board meetings, and Commission public hearings, as appropriate.

Routinely inspect facilities to ensure safety of facility, adherence to applicable Federal, State, Local laws and ordinances, organizational and departmental policies, procedures, and standards.

Coordinate contracts development and completion for usage with appropriate stakeholders.

Responsible for the development and maintaining collaborative relationships with but not limited to: DISD, UNT, TWU, advisory councils, community groups and the business community.

Develop short and long-term scheduling and facility and grounds planning for maintenance; evaluate and maintain process for immediate facility and grounds maintenance needs; provide specifications and bid documents for equipment, materials, planning and construction efforts, as appropriate.

Oversee strategy-related decisions for the main communication channels, including but not limited to the website, blog, social media, and print materials; seek out public speaking, engagement, and writing opportunities to promote in the community.

Prepare and submit financial reports for revenues and expenditures, as appropriate.

Seek out and record stakeholder requests regarding Capital Improvement Projects (CIP); prepare supporting documentation for appropriate stakeholders.

Assist with project management and allocation of Capital Maintenance Plan (CMP) and Capital Improvement Plan (CIP) budgets, as needed.

Assist with the hiring and supervision of seasonal staff, as needed.

Prepare the Annual Report for review by PARD, City Council, and key stakeholders.

Review all statistical reports including but not limited to, program participation, membership, visitors, program satisfaction, concessions, merchandise, and meals and rentals for all aquatic facilities.

Oversee all Aquatic Division operations, including The Natatorium, Water Works Park, the Civic Center Outdoor Pool, and citywide splash pads, ensuring safe, efficient, and high-quality facility management.

Manage aquatic staffing, training, scheduling, and performance, as well as swim programs and swim lesson operations, ensuring they meet safety standards and community needs.

Coordinate and maintain DISD partnerships to ensure aligned operational responsibilities and programming at the co-owned Natatorium and Water Works Park.

Job Requirements

Bachelor's Degree from an accredited college or university in Parks and Recreation Administration, Public Administration, Business Administration, or related field; and, Three (3) years' experience in municipal or private, or related field; and, Two (2)years' experience in a management or supervisory capacity; and, For Aquatics, three (3) years' experience in swimming pool operations and management, or related field; and, For Aquatics, must have or obtain National Recreation and Park Association (NRPA) Aquatic Facility Operator or National Swimming Pool Foundation (NSPF) Certified Pool Operator Certification within six (6) months of employment, OR Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

Environmental Factors and Conditions/Physical Requirements

Safety Sensitive (Subject to random drug testing): No. Tools/Equipment Used: Standard office equipment, including computer and peripherals. Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting. Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching. Lifting: lifting no more than 20 pounds and carrying up to 10 pounds. Environment: Works in an office setting office and outside with exposure to sun, heat, cold and inclement weather, noise, chemicals, odor, and rough terrain; occasionally requires irregular and/or prolonged hours. Travel: Travels to City of Denton buildings and professional meetings as required. Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work after normal business hours and weekends, as needed. Must attend regularly scheduled and special meetings. Mental Demands: Maintains emotional control under stress; works with frequent interruptions.
