Job description

Foreign Military Sales Program Analyst

Manage and support a range of foreign military sales (FMS) partners in their cooperation, utilization, training, and configuration of U.S. military equipment sold and operated by allied foreign governments. Play a critical role in ensuring successful and compliant support to allied FMS partners and their ability to perform as a joint force. Perform case lifecycle management including the development, implementation, execution, reconciliation, and closure of FMS cases, including Letters of Request (LOR) and Letters of Offer and Acceptance (LOA). Ensure adherence to relevant policies and guidance, including the Defense Security Cooperation Agency's (DSCA) Security Assistance Management Manual (SAMM), International Traffic in Arms Regulations (ITAR), and DoD policies. Perform programmatic and financial analysis, including coordination of and creation of achievable and realistic cost, schedule, and quality objectives, monitoring of progress against these objectives, ensuring satisfaction of FMS customer requirements. Perform extensive stakeholder coordination, develop trusted relationships with decision makers, and maintain accurate and timely communication of technical and programmatic status. Utilize exceptional communication skills, including developing official correspondence, programmatic, technical, and financial status reports, and more.

You Have:

  • 3+ years of experience performing FMS stakeholder organization, coordination with senior U.S. and foreign government officials, capture of technical, cost, and schedule requirements, and coordination with team members to develop actionable project plans
  • Experience using Microsoft Office applications to maintain continuous and accurate organization of program status, organize and communicate with key stakeholders, schedule, plan, and execute efficient meetings spanning technical and programmatic topics, and ensure FMS customer needs are fully understood and met
  • Experience with international security cooperation and technology transfer policies and procedures, including international trafficking in arms regulations and coordinating the review of all data, hardware, and software shared to ensure it complies with required policy and maintains data security
  • Knowledge of FMS case management procedures, processes, and compliance requirements such as the Defense Security Assistance Management System (DSAMS), Security Cooperation Information Portal (SCIP), or Case Development Automation Tool (CDAT)
  • Knowledge of U.S. military systems, hardware, and software with sufficient technology awareness to exercise professional judgment in coordinating tasks, actions, and reviews among a technical team
  • Secret clearance
  • Bachelor's degree

Nice If You Have:

  • Experience with FMS case management relevant to U.S. Navy aviation platforms and systems, including embedded software and hardware utilized across many international partners
  • Bachelor's degree in a related field such as Security Studies or International Affairs

Salary at Booz Allen is determined by various factors, including but not limited to location, the individual's particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability and organizational requirements. The projected compensation range for this position is $48,000.00 to $98,000.00 (annualized USD). The estimate displayed represents the typical salary range for this position and is just one component of Booz Allen's total compensation package for employees.

Work Model
