Job descriptionThe Contractor Program Manager (CPM) is the senior Contractor management representative for the DCMA Blue List Program Support Services effort and the single point of contact for matters relating to contract performance. The CPM has authority to commit Contractor resources and direct Contractor personnel necessary to successfully perform the task order and provides day-to-day operational, administrative, technical, staffing, schedule, quality, and reporting oversight for the 14-FTE multidisciplinary support team. The CPM serves as the primary operational liaison between Network Runners personnel and Government leadership, including the Blue List Program Manager and Contracting Officer's Representatives (CORs). The position is responsible for integrating work across program integration, IT project management, IT cybersecurity, cybersecurity analysis, program analysis, contract administration, and public affairs functions while ensuring deliverables, staffing, security, facility access, travel, and management controls remain aligned with PWS requirements. A central responsibility is the development and management of a resource-loaded Integrated Master Schedule (IMS) covering Blue List milestones, software releases, interagency dependencies, and other contract activities. The CPM applies Critical Path Method analysis to identify schedule risk, recommend corrective actions, communicate impacts, and keep a fast-paced and evolving program on track. Clearance / Security Eligibility: U.S. citizenship is required. The candidate must have a current ADP/IT II (Tier 3 equivalent) investigation/clearance record in DISS at the time of offer submission, a favorably adjudicated Tier 3 background investigation for CUI access, and an interim or final DoW security clearance before performing on the contract. The candidate must maintain required eligibility throughout performance and be able to obtain and maintain a DoW-issued CAC. Work Location: On-site at the DCMA facility in San Diego, California. Normal duty hours are within 7:00 AM-5:00 PM local time, Monday-Friday, excluding federal holidays, with a full-time 40-hour workweek baseline. Travel may be required to support program milestones, operational reviews, and stakeholder engagements and must be Government-authorized before execution or cost incurrence.
