Position Overview
The client is seeking a highly experienced Senior Business Data Analyst to support complex enterprise technology, data, and reporting initiatives within a large public-sector environment.
This is a hybrid Business Analyst + Data Analyst position. The successful candidate must be equally comfortable leading requirements discussions with business stakeholders and working hands-on with complex SQL, data profiling, validation, source-to-target mapping, business rules, KPIs, and data lineage.
This is not a traditional Business Analyst position focused primarily on meetings and documentation. Strong hands-on SQL and data analysis experience are core requirements.
Key Responsibilities
- Lead requirements elicitation through stakeholder interviews, workshops, and facilitated sessions.
- Analyze and document complex business and data requirements.
- Develop detailed Business Requirements Documents (BRDs) and functional/data requirements for technical teams.
- Perform hands-on data analysis using advanced SQL.
- Profile and validate large datasets and investigate data-quality issues.
- Perform source-to-target mapping and document data transformations.
- Define data elements, definitions, business rules, and data dictionaries.
- Document data lineage and support enterprise data-governance initiatives.
- Analyze and document current-state (as-is) and future-state (to-be) business processes.
- Create process flows and data-flow diagrams.
- Perform gap analysis between existing processes/data and desired future-state outcomes.
- Define business measures, metrics, and KPIs.
- Partner with reporting and analytics teams to establish reporting specifications and data-source requirements.
- Support User Acceptance Testing, including developing test scenarios and test cases from documented requirements.
- Collaborate with business stakeholders, data engineers, architects, application teams, and reporting teams throughout the SDLC.
Critical Required Qualifications
- 8+ years of Business Analyst / Business Data Analyst experience within enterprise IT environments.
- 8+ years of hands-on SQL experience, including complex queries, joins, aggregations, validation, and ad hoc data investigation.
- 8+ years of data analysis, including profiling, validation, data definitions, and business-rule documentation.
- 8+ years of requirements gathering and documentation.
- 8+ years analyzing and documenting business processes, including as-is/to-be process flows and data-flow diagrams.
- 8+ years translating requirements into BRDs and functional/data requirements.
- 8+ years defining business metrics, measures, and KPIs.
- 8+ years performing business and data gap analysis.
- 8+ years supporting UAT, including test-case and test-scenario development.
- Experience working within formal enterprise SDLC processes.
- Bachelor's degree in Business Administration, Information Systems, or a related discipline, or equivalent professional experience.
- Excellent written, verbal, facilitation, and stakeholder-management skills.

Candidates should be able to move comfortably from a requirements workshop into the data—writing SQL to investigate an issue, validating the results, documenting business rules and lineage, and then translating those findings into requirements that engineering and reporting teams can implement.
Experience within Texas state government, another public-sector organization, or a large enterprise environment following formal SDLC processes would be particularly valuable.

Work Location
Candidates must already be local to the Austin, Texas area. The expected schedule is three days onsite and two days remote, with Tuesdays and Thursdays remote. Candidates currently outside Texas who plan to relocate should not be submitted
