About the Department - Enterprise Application Services (EAS) is in the Office of Information Technology (OIT) division at North Carolina State University. EAS is responsible for the design, implementation, operation, enhancement & maintenance of the University's enterprise business applications. Essential Job Duties

This position performs technical and functional duties associated with application development and provides managerial leadership within the EAS Student Information System (SIS) Team. It is responsible for ensuring exceptional customer service and support. Maintaining and enhancing the partnership between the IT systems and the central office business owners and campus community impacting over 50,000 customers of the Student Information System is a core expectation. This position requires an expert in business process analysis with highly advanced technical solution development skills needed to support highly complex systems and associated integrations across campus. Excellent verbal, written, organization and project management skills are essential. This team directly supports the SIS Financial Aid module in collaboration with the Office of Scholarships and Financial Aid and the SIS Student Financials module in collaboration with the University Cashier's Office. This position leads initiatives of high complexity and is expected to interact with leadership positions in customer and IT units to ensure that developed solutions align with business needs. This position manages a team of application analysts performing business process analysis, change request evaluation, functional and technical specification development, coding, unit and system test development and execution, code migration, production support & system maintenance.

Functional/Technical Knowledge & Leadership

Working manager that participates and supervises a team of application analysts to design, build and/or implement practical, cost effective business solutions. These solutions must seamlessly integrate within a technically complex enterprise system that has broad and institution-wide impacts. Research and/or develop new technologies and keep abreast of new technologies to evaluate feasibility for organizational needs. Translate high level organizational goals into actionable technical plans and objectives. Interpret complex financial and operational reports and data, explain complex business processes and technological functions, advise and inform/persuade data stewards and other policymaking bodies of the appropriate resource and technology solutions. Provide technical leadership on various committees and task forces to address audits, disaster recovery, federal and state regulations, and security. Ensure that application development efforts align closely with business requirements, from design to delivery, and that applications are user friendly, scalable, secure, and can be efficiently maintained once deployed. Maintain a thorough knowledge of the assigned applications' technical and functional capabilities and weaknesses. Use persuasion and negotiation to build cooperation and consensus towards decision. Work effectively across customers, technical teams, and the enterprise to understand and communicate requirements, status updates, issues, problems, and solutions with a focus on more detailed, "closer to the ground" issues. Manage vendor relationships and escalate technical support within vendor organizations as needed.

Planning and Organizing

Prepare and present detailed development and/or implementation plans for projects and monitor project status. Coordinate long-term project planning for large development projects. Make significant changes in the organizational structure, methods and procedures to respond to new goals and programs. Plan for utilization of staff, equipment and other resources. Ensure the development of internal policies and procedures. Develop/ensure the development of, and give final approval to, unit rules, standards and guidelines governing quality and quantity of work. Determine applicability in controversial or precedent-setting situations. Determine budget needs and recommend, with significant influence, priorities based on program mission, costs and projected revenues. Prepare comprehensive project plans that encompass the entire software development life cycle (SDLC); ensure these plans dovetail into larger plans as needed. Maintain a strong knowledge of the SDLC at NC State University combined with outstanding organization and communication skills. Maintain a deep understanding of software development project management methodologies and tools (Microsoft Project, QuickBase, Stat, etc.) and a thorough understanding of project expectations and procedures.

Strategic Development & Program Management

Define business strategies and contribute to the enterprise's vision (typically through participation in customer strategic planning). Determine needs and establish goals and objectives that incorporate a broad range of internal and external factors when solving problems and making decisions. Clearly translate technical issues into understandable terms for audiences with varying degrees of technical expertise so that decisions can be reached; these audiences can include members from all levels of the university. Recognize and act on strategic opportunities for success. Weigh alternatives and consequences to make informed decisions on long-term operational issues. Evaluate organizational readiness and capacity for change and adjust accordingly. Continuously evaluate new technology and refine supported applications and solutions to align with customer needs and expectations. Clearly communicate plans with current and potential project stakeholders, campus wide. Plan strategically for the adoption of application technologies and independently prioritizes the team's work to best meet the immediate and long term goals of the university. Maintain a clear understanding of the organization, the strengths and weaknesses of current processes and a clear understanding of larger organizational priorities. Think creatively and communicate effectively in order to contribute in practical ways towards the growth and success of the organization and future strategies.

Human Resource Function

Recruit, hire and supervise staff and direct the development, enhancement, and maintenance of workflow processes and application support for a varied group of entities. Involve the director, other managers and staff in the development and establishment of long and short range goals and priorities for the department, including the development and maintenance of corresponding policies and procedures. Facilitate the growth and development of team members. Pursue disciplinary actions as needed. Review accomplishments to assure that program missions and goals are being met. Conduct final review for most difficult, controversial or sensitive work. Ensure team members understand concepts related to the organization's policies. Provide coaching, conduct annual performance reviews, and manage the total skill set of the unit. Actively seek resources and opportunities for employee training and growth. Determine staffing needs and motivational techniques to build and maintain a productive and cohesive team. Provide feedback and mentoring of staff to help them meet future goals and expectations.

Qualifications

Minimum Education and Experience - Master's degree and at least two years' of relevant experience; or Bachelor's degree with at least three years' of relevant experience; or an equivalent combination of education, training and relevant experience. 1?2 years of supervisory experience.

Other Required Qualifications - Minimum of three (3) years of previous application development experience. Experience with Oracle/PeopleSoft and/or Student Information Systems is preferred.

Preferred Qualifications - Excellent verbal and written communication skills in both technical and non-technical subjects including the ability to communicate effectively at all levels of the organization. Strong project management, organizational and time management skills with the ability to manage multiple projects concurrently, set team priorities, meet deadlines, conduct and direct research into IT issues and products, and to take initiative in the development and completion of projects. Previous experience in a higher education institution. Ability to build consensus among internal and external teams and persuade other decision-makers, make frequent presentations at customer meetings and correspond in writing and verbally to people at all levels of the university. Ability to receive and provide constructive criticism when appropriate and mentor/train supervised managers and less experienced managers and team members as necessary.
