General Definition of Work
The benefits / billing administrator, under moderate supervision, performs complex work with limited decision-making discretion administering insurance plans in compliance with carrier policies, ACA, COBRA, FMLA and Section 125 Cafeteria benefits regulations.
This position is responsible for employee supplemental retirement plan information / processing. Employee performs administrative / support work to carry out Board of Education policies and procedures related to employee state / supplemental benefits under the direction of the Benefits and Risk Management Manager.

Place of Work
The normal place of work is on the premises used by Charlotte-Mecklenburg Schools. Charlotte- Mecklenburg Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.
Essential Functions
- Adhere to all state, federal, and local laws, policies, and procedures
- Assist employees with enrolling in supplemental insurance plans including dental, vision, life, and voluntary supplemental retirement plans
- Calculate premium adjustments and complete weekly payroll uploads to platform for insurance payroll deductions, changes, and discrepancies
- Serve as employee resource for troubleshooting deduction / reconciliation inquiries
- Administer local and state supplemental retirement plan options (i.e., 403B, 457, 401k)
- Meet with insurance broker to maintain quality plans / customer service for employees
- Maintain up to date flex benefits material in and on multiple platforms for employees
- Maintain a variety of insurance records including carrier contracts, and employee records for reference and audits
- Prepare / create various reports using carrier software, spreadsheets, as needed / required
- Collaborate and resolve insurance benefit concerns along with reporting and reconciliation problems
- Assist beneficiaries with death claims; complete necessary forms and monitor status
- Complete local, state, or federal surveys and reports accurately and promptly
- Ensure that all Human Resources systems are fair, equitable, and adhere to state, federal, and local laws, and school board policies
- Facilitate / participate in professional development workshops and leadership training
- Create an inclusive environment with positive communication / public relations

Knowledge, Skills, Abilities
- Comprehensive knowledge of federal, state, and local regulatory requirements applicable to school systems
- Thorough knowledge of county and school board policies, procedures, and standards regarding school systems
- Knowledge of required records preparation and maintenance
- Knowledge of state statutes, federal laws / rules, policies, and regulations regarding cafeteria 125 plans and supplemental retirement plans
- Ability to use computer-based financial / human resource management software packages
- Ability to use database search and retrieval both through query functions and typical web-based reporting in order to answer questions or to detect errors
- Ability to read, revise, and propose board policies as needed
- Ability to maintain professional and emotional control under stress
- Ability to learn and use specialized tools, equipment or software related to business needs
- Ability to implement local, state, and federal rules, guidelines, and procedures into daily business operations
- Ability to communicate effectively

Education and Experience
- High school diploma or equivalent required
- Associate Degree or minimum of three (3) years' experience in related job preferred
- Bachelor's Degree preferred
- Equivalent combination of experience and education
Special Requirements
- Possess and maintain a valid driver's license or ability to provide own transportation
- Travel to school district buildings and professional meetings
