Organization Overview :

The Appalachian Regional Commission (ARC) is an economic development agency of the federal government and 13 state governments focusing on 423 counties across the Appalachian Region.

ARC's mission is to innovate, partner, and invest to build community capacity and strengthen economic growth in Appalachia to help the Region achieve socioeconomic parity with the nation.

Position Summary :

ARC is seeking a Congressional Liaison to serve the Commission. This position will perform and manage strategic initiative projects and assist the Federal Co-Chair with program planning and relationship management.

The position plans, designs, and executes a legislative affairs strategy that conveys information to Congress and the public about the Commission's activities and services.

The position works with members of Congress, congressional staff, and other federal and state organizations to respond to legislative inquiries and advance the Commission's priorities for annual appropriations and reauthorization.

This position reports directly to the Federal Co-Chair, who is a Presidential appointee.

Required Qualifications :

  • Strong ability to formulate internal policies governing the handling of legislative matters and functions.
  • Ability to interpret congressional hearings, briefings, meetings, and other significant events for distribution throughout the agency and the states.
  • Ability to conduct annual ethics training for all the ARC staff.
  • Sound knowledge of OMB Circulars and methods governing the administration of Federal grants, cooperative agreements, and awards, grants / assistance management processes and techniques.
  • Adept ability to maintain policy options and proposals for the Federal Co-Chair concerning Commission policy, especially as it relates to rural economic and community development.
  • Bachelor's degree.
  • 3 to 5 years of relevant experience related to economic development and legislative initiatives.
  • Hill experience is required.
  • Possess the knowledge, skills, and abilities to achieve results and provide value to the commission.
  • Through a combination of collaboration, facilitation and problem-solving skills can synthesize details into useful information and strategy.
  • Possess a keen understanding of the organization and can build a detailed understanding of the organization and have the capability to effectively collaborate with and influence multiple stakeholders.
  • Excellent planning skills and ability to conduct effective meetings whether in-person or virtual.
  • Demonstrate the ability to lead multiple and simultaneous programs using best practices and the ability to adjust to the changing nature of the environment, to adjust to various complexities and to continue provide improved business results.
