Job Summary :
The Senior Database Administrator will support the Arizona Department of Health Services, WIC Program's automated management information system, Health and Nutrition Delivery System (HANDS) a .net application. Responsibilities include logical and physical database design, analysis of requirements, develop requirements for database modifications, monitor outside contractors performance, understand database internal effectively, outline and oversee corrective actions to resolve technical problems, database patching and ensure documentation of all modifications of the database. The purpose of the Senior Database Administrator is to : maintain all enterprise database management systems; be a technical advisor for the agency's current and future enterprise database management decisions; establish and maintain quality communication channels with vendors, customers, team members, and managers in all facets of database management; keep current documentation of system components and instructions to maintain the agency's database management systems and tools; act as a change agent to continuously improve the operation of the agency's database management systems and all related applications, processes, and tools. The individual holding this position must be able to meet the challenges of growing database support activities and be an individual who : proactively solves complex problems; translates user's needs into a sound database design with tables, fields, and relationships documented; assists in developing purge / archive criteria and procedures for historical application data on a relation model database environment; reviews, evaluates, designs, implements and maintains agency databases; implements and reviews appropriate security guidelines / mechanisms; develops and tests database migration procedures; documents data requirements in a logical Entity Relationship Diagram; troubleshoots application key selection, creation of appropriate indexes, and query needs; performs database maintenance functions; move, rebuild, or change database objects as required in production; develops database administration tools / utilities / operation procedures; establishes database procedures and standards; assists in database design; educates users and maintains database documentation; assists in interviewing and training new hires and provides guidance to Junior Developers when required; performance tunes, reviews, and recommends improvements to existing code; reviews and recommends improvements to existing architectures.
Job Duties :
Analyze WIC user needs and database requirements. Analyze database scripts and logic, assist with debugging, make recommendations for appropriate changes required for performance improvement, supervise scripting, coordinate with internal and external database support teams, and provide training and guidance to other staff.
Analyze database performance, design logic, physical database structures, and monitor database and the external contractor's installation, maintenance and upgrading of the database on multiple platforms as needed. Assist users' acceptance testing, oversee the design of the testing databases, and approval of code changes.
Effectively communicate with all users, application support / development teams, supervisors and others. Participate in weekly technical discussions, and able to accomplish and perform well as a good team player. Must be adaptable to changing environment and WIC program requirements.
Oracle and Discoverer support of users, assists with the planning, and training of the WIC staff and provides effective and efficient customer service in a timely manner.
Other duties as assigned as related to the position (typically 5% - 10%)
Knowledge, Skills & Abilities (KSAs) :
Knowledge of :
- Effective understanding of the confidentiality and privacy standards of Public Health Information.
- Current database technology and internal database working, theory and concepts, Unix / Linux and Windows operating system and procedures, application programming techniques, system requirements, documentation procedures, principles and data management skills.
- Health Services policies and procedures.
- Performance Management (PM), and Continuous Quality Improvement (CQI) and Lean methodologies.

Bachelor's degree in related field and 5 or more years of experience in database administration (or equivalent experience).

Must possess a valid level one fingerprint clearance card issues pursuant to A.R.S. §36-113.
