Community Development Operations Manager
The Community Development Department (CDD) facilitates orderly growth and development in Deschutes County through coordinated programs of Building Safety, Code Enforcement, Coordinated Services, Onsite Wastewater, Planning, and education and service to the public.

Under the direction of the CDD Director, the Community Development Operations Manager is responsible for overseeing the Coordinated Services, Code Enforcement Divisions and two Systems Analysts. The position is responsible for policy development, task delegation, and employee management. Additionally, the Operations Manager provides advanced support for complex operation issues and plays a key role in developing procedures for the department.
Key Responsibilities:
- Direct Supervision: Performs professional, administrative, operational-level management for the Coordinated Services and Code Enforcement Divisions. Directly supervises a Code Enforcement Supervisor, Coordinated Services Supervisor, and two Systems Analysts.
- Technology Liaison: Partners with CDD's Systems Analysts and engages the Information Technology Department as the department's liaison to oversee maintenance, upgrades, and implementation of departmental software such as ePermitting, GIS mapping, website updates, and application management databases.
- Strategic Collaboration: Provides administrative support to the Director and Building Safety, Onsite Wastewater, and Planning Divisions. Develops performance measures, operational statistics, work plans, and recommendations; maintains accurate operational records; and ensures timely communication of operational, technical, safety, legal, and financial issues to CDD staff and other County departments.

Compensation: $9,627.66 to $12,901.99 per month for a 172.67 hour work month. Excellent County benefit package when eligible.

Minimum Qualifications:
- Bachelor's Degree in Business Administration, Public Administration, Operations Management, Organizational Management, or related field;
- AND five (5) years of relevant experience, including managerial experience;
- OR any equivalent combination of training, education, and experience that provides the required skills and knowledge to perform the essential functions of the job.
Preferred Qualifications:
- Technical Literacy: Proven experience managing technical personnel.
- Skills: Project management, conflict resolution, mentoring, data analysis, and budgeting.
Necessary Special Requirements:
Possession of or ability to obtain a valid Oregon driver's license within 30 days of hire date. The employment offer will be contingent upon presentation of an acceptable and verifiable driver's license, pre-employment screening for criminal history, driving history, and controlled substances (NOTE: Positive test results for marijuana use may result in rescission of a contingent offer of employment). This screening must be completed with satisfactory findings in order for a formal offer of employment to be extended.
