Knowledge/Information Manager (SharePoint Developer)

Job Overview:

Seeking an experienced Knowledge/Information Manager to provide onsite Knowledge Management (KM) and Information Management (IM) support to U.S. SECOND Fleet (C2F) in Norfolk, Virginia.

The Knowledge/Information Manager will support the C2F Knowledge Management Officer (KMO), Chief of Staff, and command personnel in executing the command's KM strategy and maintaining effective staff processes that enable shared understanding, operational synchronization, and informed decision-making.

The position supports a dynamic Fleet headquarters environment and requires a combination of Knowledge Management, SharePoint/Microsoft 365 development, battle rhythm and calendar management, training, process improvement, and exercise support. The PWS specifically identifies SharePoint, Microsoft Teams, Collaboration at Sea (CAS), and Microsoft 365 among the tools used to support C2F's KM mission.

Support Hours: Applicant shall be available during core work hours as established the Government customer.

Essential Duties & Responsibilities:

• Support the C2F KMO and Chief of Staff in the execution and continuous improvement of the command's KM strategy.
• Develop and refine requirements for KM-related tools and solutions supporting Fleet headquarters operations.
• Design, develop, maintain, and improve solutions using Microsoft SharePoint, Microsoft Teams, Microsoft 365, Collaboration at Sea (CAS), and related collaboration platforms.
• Support the management and synchronization of the C2F Battle Rhythm, command calendars, Staff Functional Teams, and Cross-Functional Teams.
• Assist with daily management of combined C2F calendars and serve as an approver for designated C2F room resources.
• Develop and deliver KM training for incoming and existing personnel on tools, processes, procedures, and KM best practices.
• Develop and maintain training guides, SOPs, KM instructions, and other supporting documentation.
• Solicit and evaluate stakeholder input to improve KM processes, procedures, and documentation.
• Support development of exercise-related KM products, collaborative environments, battle rhythms, and information-management processes for C2F exercises and operational events.
• Provide troubleshooting and technical support for collaboration tools, SharePoint environments, Microsoft 365, and related information-management capabilities.
• Support user access and administration across applicable C2F collaboration environments.
• Identify opportunities to improve staff processes through KM best practices and technology-enabled solutions.
• Coordinate effectively with Government leadership, military personnel, civilian personnel, external organizations, and other mission partners.

Requirements:

Minimum Requirements/Education:

• Bachelor's degree from an accredited institution in Business Administration, Business Management, Strategic Management, or a related discipline consistent with contract requirements.
• Microsoft SharePoint Developer certification or at least three years of SharePoint development experience.
• Minimum 10 years of experience planning, coordinating, and directing activities involving administrative, program, and technical personnel.
• Minimum 10 years of experience and understanding of the Systems Development Lifecycle (SDLC).
• Minimum 10 years of experience supporting operations and ensuring compliance with management policies, plans, and procedures.
• Demonstrated experience with KM program development and management.
• Experience with strategic planning and organizational process improvement.
• Experience using SharePoint and Collaboration at Sea (CAS) for information sharing and collaboration.
• Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.
• Experience and knowledge of IT networking.
• Ability to transform and improve organizational processes by applying KM best practices and information technology solutions.
• Strong communication, facilitation, problem-solving, stakeholder-management, and interpersonal skills.
• Ability to operate effectively in a fast-paced operational headquarters environment and manage competing priorities.

Preferred Skills:

• Previous Department of Defense, Department of the Navy, Fleet headquarters, Maritime Operations Center (MOC), or operational command experience.
• Experience supporting military exercises and operational planning events.
• Experience developing SharePoint/Teams environments for operational collaboration and CUI workflows.
• Experience with Battle Rhythm management and command-level calendar synchronization.
• Familiarity with Navy KM/IM processes and collaborative environments.
• Experience working with geographically dispersed and coalition/mission-partner organizations.

Salary Range: 120K range +/- depending on experience
