We are looking for a Project Manager- Application Development to work in Norfolk, VA supporting our client.

Location: Norfolk, VA

Clearance: TS/SCI

Salary Rate: $165,000-$176,000



PRE-REQUISITES:

  • Must be a United States Citizen
  • Must reside within 30 miles of Norfolk, Virginia
  • MUST HAVE AN ACTIVE TOP SECRET CLEARANCE
  • MUST HAVE AN ACTIVE PMP CERTIFICATION
  • An AWS Certification Preferred- (AWS Certified Cloud Practitioner, Solutions Architect, or DevOps Engineer).
  • Certified ScrumMaster Preferred
  • Must have a minimum of 7 years’ experience
  • Must have a bachelor’s degree (Computer Science Concentration)


Position Summary

Our client is seeking an experienced Project Manager to lead application development efforts in support of a U.S. Navy program. This role is responsible for the end-to-end delivery of custom software applications hosted in AWS (including AWS GovCloud), managing a cross-functional development team, coordinating with Navy stakeholders, and ensuring delivery aligns with cost, schedule, and performance objectives. The ideal candidate combines strong technical fluency in cloud-based application development with proven federal program management discipline.





Requirements
Required Qualifications • Active TS/SCI clearance (U.S. citizenship required; must be able to pass polygraph if required by the program). • Bachelor's degree in Computer Science, Information Systems, Engineering, or related field (equivalent experience considered). • Minimum 7–10 years of project/program management experience, with at least 3 years supporting DoD or Navy application development programs. • Demonstrated experience managing software application development projects deployed on AWS (EC2, S3, Lambda, RDS, AWS GovCloud, or similar services). • Strong understanding of Agile/Scrum and hybrid Agile-Waterfall delivery methodologies in a federal contracting environment. • Working knowledge of DoD RMF/ATO processes, NIST 800-53, FISMA, and cybersecurity compliance requirements. • Experience managing technical teams including developers, cloud engineers, and QA/testing staff. • Strong verbal and written communication skills, with experience briefing senior government stakeholders. • PMP certification (Project Management Professional) required or must be obtained within 6 months of hire. Preferred Qualifications • Navy or DoD program experience specifically (e.g., NAVWAR, NIWC, PEO EIS, SPAWAR legacy programs). • AWS certification (AWS Certified Cloud Practitioner, Solutions Architect, or DevOps Engineer). • Certified ScrumMaster (CSM) or SAFe Agilist certification. • Experience with DevSecOps toolchains (Jenkins, GitLab CI/CD, Terraform, Docker/Kubernetes) in a classified or controlled environment. • Familiarity with Navy-specific systems, networks, or mission applications. • Experience with earned value management (EVM) and CDRL/DID deliverable management on federal contracts.
