Job description

POSITION SUMMARY

The incumbent serves as a Program Analyst and advisor to management regarding the planning, implementing, and coordinating a variety of analysis, and evaluation of assigned programs. As such, the incumbent is involved in the development of long-range program plans, goals, objectives, and milestones to accomplish and evaluate the cost-effectiveness of program operations. Develops program estimates, to include transition of funds, and management of program budget execution. Provides guidance on alternatives and resolutions to complex problems. Plans, evaluates, coordinates, and integrates activities with other staff elements and functions. POSITION DUTIES

This position is located in Peterson SFB, Colorado Springs, Colorado and is with the United States Space Command (USSPACECOM) J26. The billet is considered critical to USD(I), DIA, and USSPACECOM efforts to the establish the USSPACECOM J2’s initial capability in critical intelligence functions and tasks. The current interim HQs for USSPACECOM is Peterson, SFB, Colorado Springs, Colorado. It's currently projected that DIA employees will serve four years or more in Colorado Springs. In January 2021, the Secretary of the U.S. Air Force announced Redstone Arsenal, Huntsville, Alabama as the preferred location for USSPACECOM HQs pending a final basing decision in the Spring of 2023. This position is responsible for performing the following duties :

Conducts or participates in complex cost comparison / benefit studies of current or projected programs; develops lifecycle cost analyses of programs and / or other projects and actions based on existing or forecasted problems, capabilities, needs, opportunities, or other areas requiring resolutions and the development of new or substantially modified business operations. Plans, evaluates, coordinates, and integrates activities with other organizational elements and functions.

Conducts detailed analyses of complex functions and processes. Defines critical issues / problems, collects data from various sources, assesses data, and determines the most effective and efficient method and approach to meet management needs and / or requirements. Utilizes various analytical tools to measure and evaluate data. Interprets results from study and develops statistical and narrative reports, graphs, and charts to justify changes and / or recommendations.

Prepares detailed program plans, budgets, and schedules for assigned programs and / or participates with management in fiscal planning. Provides support and advice on reprogramming of funds and funding levels due to changes in workload and / or mission. Recommends procedures for preparing, documenting, validating, and presenting resource requirements to higher authority. - Researches and investigates new or improved business and management operations for application to Agency programs.

Plans and advises management on implementation of new ideas, procedures, processes, methods, or approaches of continuous improvement initiatives. Serves as a representative on working groups to plan and develop internal strategies to address program issues and concerns.

DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, “Foreign Area Tours of Duty.” Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service or, conversely, the employee will not satisfactorily complete their period of obligated service within 6 months of the closing date of this announcement. More than one permanent change of station move within a 12-month period is not considered to be in the interest of the government for the purposes of relocation at Government expense.

DUTY AT OTHER LOCATIONS

May be required to perform duty at other operating locations.

DEPLOYMENT / MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

SHIFT WORK

Availability for shift work, extended hours, and travel may be required for this position.

RELOCATION COSTS

Relocation expenses in connection with a permanent change of station may be authorized in accordance with the Joint Travel Regulations and at agency discretion.
