Job description

Job Title

Duties

BOR-Wide - This is a Merit Promotion announcement for career and career conditional Bureau of Reclamation employees, Career Transition eligibles(CTAP), Current or former time-limited employees eligible under Land Management Workforce Flexibility Act (LMWFA) and those who are eligible under the hiring paths listed above. Refer to Required Documents section for more information.

Some of the major duties you will perform include but are not limited to the following:

  • Develop and implement procedures for the competitive allocation of Federal funding for projects, studies, and related activities under a large program.
  • Represent the bureau in presentations, public meetings, and web-based seminars for external stakeholders-including western states, nongovernmental organizations, and the public-to explain program processes and opportunities for participation in WaterSMART and related activities.
  • Conduct research and analysis on complex or emerging issues affecting the Program and provide expert recommendations to the Program Manager and Executive Management.
  • Apply advanced analytical techniques to evaluate findings, interpret results, and reconcile conflicts between program policies and proposed activities to ensure alignment with program goals.
  • Provide expert advice on draft legislation, proposals under other programs, methods for quantifying program benefits, and other program-related issues.
  • Respond to Office of Inspector General (OIG) and Government Accountability Office (GAO) audits or information requests, including preparing written responses and delivering verbal briefings as needed.
  • Prepare key documents such as impact/effects statements, draft congressional testimony, and briefing papers to communicate funding needs, program intent, and expected benefits to Reclamation leadership, the Department, the Office of Management and Budget (OMB), and Congress.
