Job Description

This position will work directly with City-owned Shelters and Service Providers/Operators and be expected to provide support to Shelter Operations.

Duties, Functions and Responsibilities

Essential duties and functions, pursuant to the Americans with Disabilities Act, may include the following. Other related duties may be assigned.

  • Develops and implements a variety of programs, projects and activities.
  • Coordinates with existing organizations to address community economic or social service needs.
  • Conducts needs assessments and meets with community residents, leaders, and community groups to identify needs and available resources.
  • Collaborates with other organizations to plan and develop programs and activities or improve coordination of existing services.
  • Research funding sources, develops short- and long-range plans, and compiles informational reports.
  • Serves as City representative before community groups, businesses, and/or the media.
  • Recruits, trains, and supervises volunteers.
  • Assists in the development and monitoring of project and/or program budgets.
  • Assists in the development of short- and long-range plans.
  • Assists in the development and implementation of operating policies and procedures.
  • Ensures compliance with City and other regulatory agency requirements and policies.

Responsibilities - Supervisor and/or Leadership Exercised:

May provide leadership, work assignments, evaluation, training, and guidance to others.

Knowledge, Skills, and Abilities:

  • Knowledge of applicable processes, techniques, and methods.
  • Knowledge of City practice, policy, and procedures.
  • Skill in handling conflict and uncertain situations.
  • Skill in handling multiple tasks and prioritizing.
  • Skill in using computers and related software applications.
  • Skill in data analysis and problem solving.
  • Skill in conducting presentations on behalf of a public entity.
  • Ability to establish and maintain effective communication and working relationships with City employees and the public.

Minimum Qualifications:

  • Graduation with a Bachelor's degree from an accredited college or university with major course work in a field related to the job, plus three (3) years of experience in a field related to the job.
  • Experience may substitute for education up to a maximum of four (4) years.

Licenses and Certifications Required:

None.

Preferred Qualifications:

  • Three years of experience working in the homeless services field.
  • Advanced experience working with Homeless Information Management Systems (HMIS) data and reporting for tracking, analysis and performance.
  • Experience working with diverse populations.
  • Ability to travel to multiple worksites.

Austin Homeless Strategies and Operations (HSO) is dedicated to addressing homelessness comprehensively and compassionately. Our vision is bold: Ensuring everyone has access to stable housing and the support they need to thrive.

Our teams ensure that people experiencing homelessness have easy access to basic needs, outreach, crisis shelter, and other services to support survival and pathways to stable housing. Through public dialogue and intentional communication with stakeholders, HSO strengthens community trust, aligns efforts, and drives systemwide impact.

Additional Job Duties may include, but are not limited to:

  • Work directly with the Homeless Management Information System for data analysis and reports.
  • Work directly with the City Shelter service providers, provide guidance and training and be direct liaison for shelters and HSO.
  • Assess performance of shelters for outcomes and efficiency.

Salary Range: $52,550-$61,870 (Exempt)

Location: One Texas Center, 505 Barton Spring Road, Austin, TX 78704, Ste. 400

General Work Schedule:

Monday Friday 8:00 AM to 5:00 PM

*Hours may vary due to operational needs. An alternative schedule and remote work/telework options may be available, but this position requires a minimum of 40% per week in-office standard. Evenings and weekends may be required on occasion, especially during an emergency response.

Travel:

The Austin Homeless Strategies and Operations Department is comprised of multiple facilities located throughout Austin. If you are selected for this position, and meet the Driver Safety Standards in the City of Austin Driver Record Evaluation you may drive when necessary to multiple locations as part of your regular job duties. Otherwise, you are responsible for getting to and from these locations.

Hybrid Work Environment:

The City of Austin Telework Program is designed to empower employees and leaders to establish hybrid work arrangements that promote high levels of performance and engagement. The City of Austin has an established work arrangement under which an employee is scheduled to work at least 2 days per week at their designated worksite. Some positions may require additional time at their designated worksite.

90 Day Provision for Additional Vacancy:

If the same or an additional vacancy occurs within the Austin Homeless Strategies and Operations Department in the same job title within 90 days after the start date of the top candidate, the additional position may be offered to another top candidate from the same candidate pool. This may include filling other vacancies with the same job title in other division/work locations within the Austin Homeless Strategies and Operations Department. Decisions on assigned selection may be made at the time of hire based on the business needs of the department.
