Job description

Technical Program Manager

Itron is innovating new ways for utilities and cities to manage energy and water. We create a more resourceful world by helping customers protect and optimize essential resources for today and tomorrow. Our teams are customer-centric, collaborative, innovative, and committed to making a meaningful impact through technology.

We are seeking an experienced Technical Program Manager to lead complex, cross-functional security and infrastructure programs across cloud, data center, platform engineering, Information Security (InfoSec), IT, Customer Success, engineering, and business teams. This role will apply advanced program management practices to drive alignment, reduce risk, enhance organizational security posture, and deliver strategic initiatives that support business and customer outcomes.

The ideal candidate is an authentic and accountable leader who thrives in fast-paced environments, builds strong partnerships across diverse teams, and drives measurable results through agile execution and continuous improvement.

Duties & Responsibilities

  • Lead complex, cross-functional programs spanning security, cloud, data center, platform engineering, infrastructure modernization, operational readiness, and enterprise transformation initiatives.
  • Manage the end-to-end planning, execution, governance, and delivery of programs, including cybersecurity, data protection, compliance, and risk reduction efforts.
  • Partner closely with Information Security, IT, Customer Success, Engineering, Product, and business stakeholders to ensure program objectives align with organizational priorities and customer needs.
  • Drive cross-functional collaboration by establishing clear goals, ownership, decision frameworks, and communication plans across globally distributed teams.
  • Facilitate program governance activities, risk reviews, dependency management, and stakeholder engagement to ensure successful delivery within scope, budget, and timeline expectations.
  • Identify, assess, prioritize, and mitigate program risks while proactively addressing issues and removing delivery obstacles.
  • Prepare and deliver executive-level communications, including status updates, technical narratives, decision documents, KPI dashboards, milestone reporting, and remediation plans.
  • Support effective decision-making by presenting trade-offs, clarifying responsibilities, escalating critical issues when necessary, and aligning stakeholders on strategic outcomes.
  • Monitor and report on program performance through KPIs, audit findings, compliance activities, remediation efforts, and operational metrics.
  • Champion continuous improvement by evaluating processes, implementing best practices, and enhancing program governance and reporting capabilities.
  • Foster a culture of accountability, collaboration, innovation, and operational excellence across all program activities.
  • Promote secure, resilient, and customer-focused technology solutions that strengthen the organization's overall security posture.

Required Skills & Experience

  • Bachelor's degree in Computer Science, Engineering, Information Security, Information Systems, or a related field, or equivalent practical experience.
  • 5+ years of program management or technical program management experience leading complex, cross-organizational initiatives.
  • Proven experience managing multiple concurrent workstreams from initiation through delivery, including planning, governance, risk management, dependency management, and executive reporting.
  • Technical knowledge in one or more of the following areas: cloud platforms, data center infrastructure, platform engineering, software delivery, networking, security operations, operational tooling, or enterprise systems.
  • Experience partnering with engineering and operational teams to develop technical plans, evaluate alternatives, resolve challenges, and align on system-level decisions.
  • Demonstrated ability to build productive relationships across global teams, senior leadership, customers, partners, and diverse stakeholder groups.
  • Strong written and verbal communication skills with the ability to communicate effectively to both technical and non-technical audiences.
  • Experience with Agile, Lean, continuous improvement methodologies, and measurable delivery frameworks including KPIs, milestones, risk registers, dependency tracking, and program reviews.
  • Strong analytical, critical-thinking, and problem-solving skills with the ability to navigate ambiguity and drive outcomes.
  • Ability to lead with authenticity, accountability, and a customer-centric mindset while balancing strategic objectives and operational priorities.

Preferred Skills & Experience

  • Experience leading security, compliance, remediation, audit, or enterprise risk-reduction initiatives in customer-facing or enterprise environments.
  • Strong understanding of cloud security and infrastructure operations, particularly within Microsoft Azure and/or Amazon Web Services (AWS).
  • Familiarity with industry security frameworks and compliance standards, including NIST, ISO 27001, SOC 1, SOC 2, security controls, audit remediation, and evidence management practices.
  • Experience with DevSecOps principles and integrating security practices into software development, deployment, and operational workflows.
  • Experience leading large-scale infrastructure transformation, cloud migration, data center modernization, platform engineering, or operational readiness programs.
  • Professional certifications such as PMP, PMI-ACP, SAFe, Release Train Engineer (RTE), Certified Scrum Master, CISSP, CISM, CISA, CRISC, Security+, or comparable credentials.
  • Experience supporting utilities, energy, technology, SaaS, infrastructure, or highly regulated industries.
