Job description

Program Manager – HIV Navigation & Testing Position Summary The Program Manager for HIV Navigation and Testing is responsible for planning, implementing, and overseeing HIV community navigation, testing, and care linkage for community members seeking PrEP or HIV care.

This role ensures high-quality, culturally responsive services that increase access to HIV testing, linkage to care, and ongoing support for individuals living with or at risk for HIV.

The Program Manager works closely with community partners, healthcare providers, and public health agencies to improve health outcomes, increase access to PrEP and HIV care, and reduce HIV transmission.

Salary:

  • $75,000/yr ($36.05/Hr). + $8966 benefits = $83,966/yr total compensation to $83,0000/yr ($39.90/Hr) 8966/yr benefits =$92,932/yr total compensation Key Responsibilities Program Management & Oversight Develop, implement, and evaluate HIV community navigation and linkage-to-care programs.
  • Monitor program performance, ensuring alignment with organizational goals, grant requirements, and public health standards.
  • Manage program budgets, timelines, and deliverables.
  • Prepare reports for leadership, funders, and regulatory agencies.
  • HIV Testing & Prevention Services Ensure that Navigators are connecting to community partners and sites for testing and education services.
  • Oversee HIV testing services (rapid testing, outreach testing, and mobile services).
  • Ensure adherence to clinical protocols, confidentiality standards, and informed consent practices, and ensure that navigators complete documentation and reporting.
  • Promote prevention strategies at community organizations and outreach events, including PrEP/PEP education, condom distribution, and risk-reduction counseling.
  • Care Navigation & Client Support Supervise navigation services that link individuals to Prep and HIV care, treatment, and supportive services.
  • Ensure timely linkage to care for individuals who test positive.
  • Support retention in care through follow-up, referrals, and case management coordination, working closely with the nurse in the Mocha Clinic for appointments and follow-up care.
  • Staff Supervision & Training Hire, train, and supervise program staff (navigators and assistants), ensuring that all Navigators have completed a phlebotomy course.
  • Provide ongoing coaching, performance evaluation, and professional development.
  • Ensure staff are trained in trauma-informed care, cultural competency, and harm reduction.
  • Community Engagement & Partnerships Build and maintain relationships with clinics, community-based organizations, and public health departments.
  • Represent the organization at community meetings, coalitions, and events.
  • Conduct outreach to priority populations disproportionately impacted by HIV.
  • Data Management & Quality Improvement Oversee data collection, entry, and reporting in compliance with funding requirements.
  • Analyze program data to identify trends and improve service delivery.
  • Lead quality improvement initiatives to enhance client outcomes and program effectiveness.
  • Qualifications Education & Experience Bachelor’s degree in Public Health, Social Work, Nursing, or related field (Master’s preferred). 3–5 years of experience in HIV programs, public health, or community-based services.
  • Experience managing programs, staff, phlebotomy, and grants preferred.
  • Knowledge & Skills Strong understanding of HIV prevention, testing, treatment, and care continuum.
  • Knowledge of PrEP/PEP, harm reduction, and health equity frameworks.
  • Excellent leadership, communication, and organizational skills.
  • Ability to work effectively with diverse populations, including LGBTQ+ communities and underserved groups.
  • Data management and reporting experience.
  • Work Environment & Requirements A combination of office, community, and field-based work, the manager is responsible for ensuring that navigators are in the field 70-80% of their time.
  • Ability to travel across the county for outreach and partnership meetings.
  • Flexibility to work evenings or weekends as needed.
