Job description

Senior Energy Program Manager - Communications & Regulatory

Puget Sound Energy is looking to grow our community with top talented individuals like you! With our rapidly growing, award winning energy efficiency programs, our pathway to an exciting and innovative future is now. PSE's Project Delivery team is looking for qualified candidates to fill an open Senior Energy Program Manager - Communications & Regulatory position! Specific details regarding the work arrangements for this position will be discussed in further detail during the interview process.

The Sr Energy Program Manager Communications & Regulatory serves as the primary liaison between the Infrastructure Program Management organization and internal communications, regulatory, government affairs, and stakeholder engagement teams. Rather than directly managing a portfolio of capital programs, this role provides strategic coordination, program intelligence, and executive-level support to ensure accurate, timely, and compelling representation of PSE energy programs in regulatory filings, information requests, stakeholder communications, and jurisdictional engagement efforts.

The position serves as a trusted advisor and strategic partner, ensuring program achievements, community investments, and operational considerations are accurately reflected in external and internal communications. The position leads the intake, coordination, analysis, and response process for regulatory and executive data requests involving capital projects and infrastructure programs. Working closely with program managers, functional leaders, finance, engineering, and construction organizations, the role synthesizes complex project and program information into clear business narratives, executive briefings, regulatory responses, and communication materials tailored to specific audiences.

Provides leadership without direct authority across multiple stakeholder groups, drives consistency in program reporting, improves information management practices, and supports organizational objectives through effective communication, regulatory responsiveness, and cross-functional collaboration.

All PSE employees are expected to uphold the safety compliance standards inherent in PSE's operating and/or field procedures related to work responsibilities and promote and support a culture of total safety. Additionally, employees need to demonstrate commitment to conduct business honestly, ethically and consistent with our core values and Code of Conduct. All duties are to be performed in accordance with all regulatory compliance obligations. This job is considered "safety sensitive" as defined in RCW 49.44.240 and is subject to pre-employment drug screening that includes screening for the presence of marijuana and marijuana metabolites.

Job Responsibilities:

  • Serve as the primary liaison between Infrastructure Program Management, Regulatory Affairs, Communications, Government Affairs, and other stakeholder groups.
  • Lead coordination of regulatory information requests by identifying impacted programs, engaging responsible program managers, validating responses, and ensuring timely delivery.
  • Develop executive-ready summaries, presentations, briefing materials, and written responses that clearly communicate program status, investment impacts, milestones, risks, and benefits.
  • Analyze project and program data from multiple sources and transform technical information into meaningful business insights for internal and external audiences.
  • Partner with communications teams to support jurisdictional outreach, community investment messaging, customer communications, and stakeholder engagement initiatives.
  • Identify strategic insights, accomplishments, trends, and community impacts that should be highlighted in communications, regulatory proceedings, and executive discussions.
  • Maintain visibility across the energy program portfolio to understand key initiatives, commitments, schedules, budgets, and emerging issues.
  • Facilitate collaboration among program managers and subject matter experts to develop consistent messaging and accurate reporting.
  • Drive continuous improvement in reporting processes, information management practices, and response workflows.
  • Present findings and recommendations to leaders and stakeholders at varying organizational levels.
  • Support emergency response work as requested.
  • Performs other duties as assigned.

Minimum Qualifications:

  • Bachelor Degree in project management, engineering, business or related discipline, or equivalent combination of education and/or work experience.
  • Eight years relevant work experience including managing complex programs or projects.
  • Strong knowledge and experience in scheduling, estimating, accounting and finance principles.
  • Strong knowledge in project management discipline to effectively arrange resources and manage multiple medium to high complexity projects in a cross-functional environment.
  • Ability to remain flexible and adapt to the individual needs of each assigned program.
  • Knowledge of the business issues driving the need for PSE Infrastructure programs.

Desired Qualifications:

  • Master's Degree in business, public administration, communications, project management, engineering, or related field.
  • Experience preparing responses for public utility commissions, regulatory agencies, legislative inquiries, or executive leadership.
  • Experience within an electric and/or gas utility environment.
  • Advanced ability to translate technical, financial, and operational information into clear business narratives.
  • Strong stakeholder management skills and ability to build credibility across diverse organizations.
  • Knowledge of rate case commitments, infrastructure investment planning, capital portfolio management, and utility regulatory processes.
  • Advanced Project Management training or professional certification (PMI, PgMP, PMP, or equivalent).
