Job Summary:

This posting is for Current Internal ADHS Applicants ONLY

The Rural Health Grants Specialist will lead the development, coordination, and management of agency-wide grant programs to support the strategic initiatives of Arizona's Rural Health Transformation Program administered by the Arizona Department of Health Services. This position involves collaboration with various stakeholders, including state agencies, community organizations, and federal partners, to identify sustainable funding opportunities, ensure compliance with regulations, and enhance the effectiveness of grant-funded initiatives. This position will oversee the lifecycle of ADHS' Rural Health Transformation Program grants from application to closeout, ensuring compliance with state and federal regulations. This will include working with our financial area as well as creating and implementing processes for workplans, budgets, contract management, and grant closeout. This position will coordinate the agency's budgets, project narratives, and required reporting for the grant. In addition, the position will directly administer grant initiatives to develop billing infrastructure in county health departments and a request for grant applications for community-based projects that connect rural residents to health and social services. This position is grant-funded for a five-year period.

Job Duties:

Responsibilities include:
• Oversee the lifecycle of agency-wide grants from application to closeout, ensuring compliance with state and federal regulations
• Provide guidance and support to grant applicants and recipients in budget development, program design, implementation, and reporting. Coordinate and review internal budgets, project narratives and reports required for grant compliance and implementation
• Create collaborative relationships with internal and external stakeholders, including government agencies, nonprofits, and community organizations. Serve as lead liaison with AHCCCS and Governor's Office on ADHS grant implementation
• Prepare reports for stakeholders, including funding agencies and state leadership, on grant outcomes and strategic initiatives
• Develop and manage specific grant projects. Projects include but are not limited to overseeing a billing consultant to assist counties with billing infrastructure and managing grants to community-based organizations linking rural residents to healthcare and social services.
• Other duties as assigned as related to the position

• Government grants management and grant life cycle
• Federal funding sources, including their application processes and requirements
• State financial requirements and procurement methodologies
• Public health and healthcare systems
• Performance management and continuous quality improvement
• Contract monitoring and management

Skilled in:
• Strong analytical and problem-solving skills with attention to detail
• Excellent written and verbal communication skills
• Proficiency in data analysis software and grant management systems
• Ability to work collaboratively in a fast-paced environment and manage multiple priorities
• Developing and managing grant budgets, including monitoring expenditures and ensuring financial compliance
• Strong organizational and project management skills
• Excellent interpersonal and teamwork skills
• Providing technical assistance to a variety of stakeholders

Selective Preference(s):

Master's level degree preferred in public administration, business, public health, social work, or related field.

Retirement:

To help you build a financially secure future, the State makes monthly contributions to finance your retirement benefit. The State will contribute to the ASRS in an amount equal to your contribution. In other words, you and the State will each pay 50% of total cost of the benefit. New State employees have a 27-week wait period for contributions to begin.
