Job Description

The Department of Natural Resources, Division of Mining, Land & Water, is recruiting for a Analyst / Programmer 4 in Anchorage.

This position is currently undergoing review as part of the IT Project job class study, and therefore, both the title and the assigned pay range may be subject to change upon completion of the study.

What You Will Be Doing :

As a full-time Analyst / Programmer 4, you will have opportunities to be a team lead on projects, and you will also mentor junior developers on their tasks within projects. You will be working with a fun, creative team to maintain DMLW's website and web application stack, developing, testing, and producing web-based line-of-business applications and databases of varying levels of complexity to support Alaskan's land and water management, along with documentation of your work, support of users of your work via a support ticketing system, managing prioritization of projects and tasks, and continuous improvement of processes as a team. Your work actively benefits Alaskans, your coworkers, both immediate and across the division, and DMLW's mission of putting Alaska's resources to work - now and in the future.

Mission and Values / Culture :

The Division of Mining, Land, and Water focuses on putting Alaska's land, mineral, and water resources to work - now and in the future - through a balance of development and conservation while actively minding the public interest. We manage 105 million acres of upland, tideland, and submerged lands, as well as navigable waters.

The IT Services section develops and supports a variety of software to support this mission, favoring active collaboration with our fellows across the agency to continuously improve and optimize both their work and our own.

The Working Environment You Can Expect :

This position is located on the 10th floor of the Atwood Building in downtown Anchorage, Alaska, with a beautiful view of the Knik Arm and Downtown Anchorage. Parking is provided in the Linny Pacillo Parking Garage, directly across the street from the Atwood Building. Core office hours are from 8 AM to 5 PM, with a 7 1 / 2-hour daily work schedule within or near that time; IT schedules vary with each teammate, as we understand the needs of all user schedules differ significantly.

The daily routine for this position centers around collaboration on projects and support of our fellows; we favor a relaxed and fun environment with active collaboration in task orientation, and are supportive, empathetic, respectful, and held accountable to one another through effective communication in the work and support we provide across both our team and our division as a whole (and, less frequently, beyond).

We are looking for a candidate who possesses the following position-specific competencies.

    Minimum Qualifications

    Four years of computer programming experience in a recognized computer language. One year of this experience must have been in a business application, scientific application, microcomputer or computer information management support specialty.

    Substitution :

    A bachelor's degree with a major in Computer Science (CS) or Computer Information Systems (CIS) or a related degree with (18) semester / (24) quarter hours of CS or CIS may substitute for one year of the required experience. An associate's degree in Computer Science or Computer Information Systems may substitute for nine months of the required experience.

    Special Note :

    An applicant who is considered under the Substitution above qualifies to apply for this job class IF the applicable coursework is completed within three (3) months of hire. Under this option, an applicant may receive a conditional job offer; however, proof of completion will be required prior to final appointment and reporting for duty.

    Individual positions at each level in this class series may require expertise in a particular area of programming or analysis. Recruitment and selection will be on the basis of these requirements.

    For some positions in these job classes, a background investigation including fingerprinting is required.
