The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for a Program Analyst for Deployable Communications and Information Systems (DCIS) to provide onsite support out of Norfolk, VA.


Responsibilities

The candidate will support the Deployable Communications and Information Systems (DCIS) Program by efficiently addressing program issues and changes in accordance with established processes, direction, and guidance. Responsibilities include accurately capturing, assessing, and communicating changes affecting the program and its projects; maintaining program issue logs; facilitating the identification and sequencing of key activities and milestones; and contributing to continuous quality improvement. Will thoroughly review Joint Staff Reports, Management Products, and project specifications for clarity, accuracy, and content, while applying qualitative and quantitative techniques to conduct program and project quality reviews and audits. Support the Bi-Strategic Commands (Bi-SCs) in capturing and interpreting Operational Lessons Identified from current operations and exercises, identifying potential gaps in DCIS capabilities, and helping ensure revisions to Capability Program Plans (CPPs) remain coherent with the broader delivery of NATO CIS capabilities. Proactively identify and assess program risks, develop appropriate risk responses, maintain the program risk log, and conduct periodic risk assessments and reviews. Additional responsibilities include reconciling relevant reporting databases to ensure project expenditures are accurately represented and identifying, recording, and leveraging information critical to DCIS capability development. Assist in communicating timely, well-analyzed, and clearly presented information to stakeholders while implementing best practices that strengthen institutional and C3 Enterprise knowledge and information management. Directly support the DCIS Program Director and closely collaborate with other DCIS contractors and capability teams as mission demands dictate. The candidate may be required to travel to meetings and conferences for up to 30 days per year.


Qualifications

Required:

  • Bachelor's degree in Project or Program Management, Electronics Engineering, Computer Science, Telecommunications, Systems Engineering, Information Systems and Technology, or an equivalent or closely related discipline; substantial relevant experience may be considered in lieu of a degree when accompanied by MSP, PRINCE2, or PMI certification.
  • 5+ years of experience in project management involving communications or information systems integration, implementation, or operations using MSP, PRINCE2, or PMI methodologies.
  • 3+ years of experience managing risks and issues within a complex and interdependent program environment.
  • 3+ years of experience applying change management within a capability program environment.
  • 3+ years of experience utilizing qualitative and quantitative techniques to conduct program and project quality reviews and audits.
  • 2+ years of experience capturing and interpreting Operational Lessons Identified (LI) and identifying potential capability gaps.
  • 3+ years of experience in a deployable CIS, Signals, or closely related capacity serving in a Subject Matter Expert (SME) role.
  • 3+ years of experience working within a NATO or multinational military environment.
  • Active NATO or National Secret clearance.
  • Valid NATO Nation passport with no travel restrictions to NATO nations.
  • Able to work fully onsite based on client needs.


Pay Range Information

At SPA, we strive to deliver a robust total compensation package that will attract and retain top talent. Elements of the compensation package include competitive base pay and variable compensation opportunities. SPA provides eligible employees with an opportunity to enroll in a variety of benefit programs, generally including health insurance, flexible spending accounts, health savings accounts, retirement savings plans, life and disability insurance programs, and a number of programs that provide for both paid and unpaid time away from work. The specific programs and options available to any given employee may vary depending on eligibility factors such as geographic location, date of hire, etc. Please note that the salary information shown below is a general guideline only. Salaries are commensurate with experience and qualifications, as well as market and business considerations. Virginia, Pay Transparency Salary range: USD $125,000.00/Yr. - USD $155,000.00/Yr.
