Job Description:
The Program Manager (PgM) will provide overall leadership, direction, and accountability for delivery of the Veteran Experience Services Eligibility and Enrollment (VESEE) 2.0 modernization program. This individual will oversee planning, execution, and sustainment of the VA's next-generation Eligibility and Enrollment (E&E) ecosystem-modernizing the VHA Enrollment System (ES) and consolidating legacy systems into a secure, scalable, and user-centered platform. The Program Manager ensures delivery aligns with VA's mission to build a seamless, modern, and Veteran-centric enrollment experience, while meeting technical, schedule, cost, and performance objectives.
Requirements:
- U.S Citizenship required.
- Must be able to obtain and maintain a Public Trust clearance
- This position is remote but may require occasional onsite meetings in McLean, VA.
- You can be based out of following states: AZ, DC, FL, GA, OH, ME, MD, SC, TX, UT, VA, NC, OK, WV.
Qualifications and Experience:
- Bachelor's degree in Information Technology, Computer Science, Engineering, or a related discipline (Master's preferred).
- Minimum of 15 years of experience managing large-scale federal IT programs, including multi-year modernization or sustainment efforts.
- Proven experience delivering Agile/DevSecOps and cloud-based modernization programs for enterprise systems.
- Demonstrated success managing programs involving migration of legacy systems into modern microservices or API-based architectures.
- Understanding of modern technology stacks used within VESEE:
Java 17+, Spring Boot, Spring WebFlux, Kafka, Redis, Oracle Database, React/Next.js, GitHub, Kubernetes, and Docker. - Familiarity with AWS GovCloud, CI/CD pipelines, container orchestration, and zero-downtime deployment practices.
- Experience with Jira, Confluence, ServiceNow, MS Project, Power BI, and GitHub Enterprise for program and portfolio management.

Responsibilities
Strategic Program Leadership:
- Serve as the single point of accountability for overall program performance across all PWS task areas - Product Lifecycle, Sustainment & Enhancement, and Modernization.
- Translate VA strategic goals and Veteran Experience Services (VES) mission objectives into actionable plans and measurable outcomes.
- Oversee Agile/DevSecOps delivery across multiple Scrum teams, ensuring integration with VA's Product Line Management (PLM) transformation framework.
- Manage risk, quality, and change control for complex system modernization efforts within a multi-stakeholder environment.
Governance and Communication:
- Lead engagement with VA OIT, Product Engineering Services (PES), and E&E stakeholders, ensuring transparent communication and alignment to mission priorities.
- Chair Program Increment (PI) Planning, Release Readiness, and Delivery Review ceremonies within SAFe Agile.
- Deliver monthly progress reports, performance scorecards, and executive briefings to VA leadership in accordance with VA PAL.
- Coordinate with the Contracting Officer's Representative (COR) and VA's Office of Information Security to ensure contract compliance.
Operational Management:
- Oversee 100+ multidisciplinary personnel across engineering, security, UX, and sustainment workstreams.
- Direct cross-functional collaboration between DevSecOps, Data, QA, and Human-Centered Design teams.
- Implement Better, Safer, Faster (BSF) metrics and Product Scorecards to evaluate delivery effectiveness.
- Ensure adherence to all federal cybersecurity and accessibility standards, including FISMA, FedRAMP, HIPAA, Section 508, and VA Directive 6500.
Continuous Improvement:
- Embed Agile and ITIL v4 service management principles to ensure continuous delivery, feedback, and quality improvement.
- Drive measurable performance improvements in system reliability, ease of enrollment, and user trust, leveraging VA's Ease, Effectiveness, and Emotion (E3) framework.
- Champion a data-driven culture with metrics integrated into sprint reviews, PI retrospectives, and monthly dashboards.
