Budget Analyst (NCSSM) (S)

North Carolina School of Science and Mathematics (NCSSM) a constituent of the University of North Carolina System, is a world-class public high school with statewide reach empowering academically talented students from every corner of the state to design their own future. We offer our Residential high school program in Durham and Morganton for juniors and seniors, our Online supplementary honors program, and individual virtual daytime Connect courses in partnership with local high schools, all tuition free. Our wide array of summer offerings for rising fifth- through 12th-graders includes free opportunities for in-state students alongside paid options for students from anywhere in the world. Specializing in science, technology, engineering, and math and embracing the fine arts and humanities, NCSSM has become the model for 18 such specialized schools around the globe since its founding in 1980.

Description of Duties:

  • Budget Management and Execution: Requires an understanding of budget procedures, state and federal regulations, and operational policies to assist the Accounting Manager and/or Associate Vice Chancellor of Finance in reviewing and amending the NCSSM department budgets.
  • Position Review and Approval: Requires an understanding of the organization's budget as well as the state and federal guidelines for using funds to create or adjust positions budgets.

Knowledge, Skills, and Abilities:

  • Knowledge-Professional: Knowledge to perform a limited variety of recurring and related tasks/functions using steps/processes/applications that are readily understood. Ability to provide assistance to others by troubleshooting simple technical problems. Ability to take requests from others to solve problems of limited complexity. Ability to keep current with developments and trends in area(s) of expertise.
  • Analytical Thinking: Ability to identify, understand and determine the significance of issues, causes, problems, and opportunities. Ability to utilize available resources to correctly determine the issues and problems. Ability to implement standard course(s) of action to resolve issues within established timeframes and administrative and technical requirements. Ability to make determinations by following specific guidelines and regulations to commit to a timely course of action. Ability to involve the supervisor as necessary when dealing with issues to determine the most appropriate course of action.
  • Problem Solving: Ability to identify and acknowledge basic components of delivery systems. Ability to seek resolution to problems. Ability to implement standard course(s) of action to resolve a problem within established timeframes and administrative and technical requirements. Ability to involve the supervisor as necessary when dealing with issues to determine the most appropriate course of action.
  • Consulting/Advising: Ability to listen to customers to identify needs or problems. Ability to convey customer needs to others involved. Ability to offer suggestions to resolve problems or issues. Ability to present appropriate issues to internal management, using clear and concise written and oral communication.
  • Client/Customer Service: Ability to identify both internal and external customers. Ability to respond to customer needs within established parameters. Ability to be accessible to the customer and to provide prompt, attentive service. Ability to listen carefully and check for understanding of customer needs. Ability to demonstrate courteous actions and follow the organization's established protocol for customer service.

Management Preferences:

  • Knowledge and application of OSHR policy and procedures.
  • Training in OSC Integrated HR Payroll System (Beacon).
  • Working knowledge of the North Carolina Financial System (NCFS).
  • Two years of directly related work experience.

Minimum Education and Experience:
