Job description

Emergency Management Coordinator

The City of Louisville is seeking to hire two Emergency Management Coordinators to support the City's emergency management program. This role will work in partnership with the Boulder Office of Disaster Management (ODM) within Boulder County. These positions are based at the Emergency Operations Center (EOC) located at 3280 Airport Road in Boulder. We are looking for motivated, service-oriented professionals who are passionate about emergency management and demonstrate patience, dedication, sound judgment, and empathy in serving the community. In this role, you will support the mission to limit the impacts of disasters on humans, property, environment and infrastructure through community preparedness, mitigation of hazards, effective disaster response and recovery. The Emergency Management Coordinator assists in the development, coordination, implementation, and administration of a comprehensive emergency management program, including disaster preparedness, response, recovery, and mitigation efforts across the City. This position develops and maintains emergency operations and continuity of operations plans, standard operating procedures, and related training, exercises, and drills. The Coordinator also delivers virtual and in-person community education and outreach programs focused on disaster preparedness and resilience.

Working collaboratively with Boulder County, local, state, and federal agencies, private sector partners, and community-based organizations, the Emergency Management Coordinator helps strengthen the City's preparedness capabilities and coordinates emergency management initiatives that enhance community resilience and operational readiness.

The position is a journey-level classification in the Program Specialist series. The Emergency Management Coordinator performs complex administrative duties critical operational response and recovery duties during disasters requiring independent judgment and knowledge of emergency management plans and programs. This position is designated as a critical/essential worker and is required to respond to emergencies, disasters, and other critical incidents as needed. The position may require working extended hours, overtime, evenings, weekends, holidays, or adjusting the normal work schedule to support emergency response, recovery, and continuity of operations based on organizational needs.

Hiring Range: $89,796 to $109,578 Salary Range: $89,796 to $129,360

Tentative Hiring Timeline:

  • August 6 September 7: Position open for applications

Essential Job Duties:

  • Assists in the development, implementation and maintaining of Emergency Management plans such as the Emergency Operations Plan, support annexes, functional annexes and hazard specific response plans for the City of Louisville.
  • Assists in organizing and coordinating planning efforts to maintain or restore services in the event of a natural disaster or emergency.
  • Performs the duties of the Situational Awareness Coordinator and/or Resource Mobilization Coordinator during Emergency Operations Center (EOC) activations.
  • Provides Resource Mobilization and/or Situational Awareness Section training and exercises.
  • Performs emergency support functions in the Emergency Operations Center (EOC) when activated during emergencies. May perform limited direction to others during emergencies.
  • Assists in coordinating the public relations program to ensure that information is made available to the press, radio, and other interested groups and organizations.
  • Represents the Boulder County Office of Disaster Management (ODM) Director and maintains relations with community, City and County staff, and local, state and federal agencies on his/her behalf.
  • Participates in the Boulder County ODM office team regarding various organizational development and public outreach initiatives. May be assigned to specific committees, local community preparedness meetings or groups as a representative of Boulder County ODM.
  • Plans, coordinates, and facilitates emergency preparedness training, tabletop exercises, drills, and full-scale exercises for City staff and partner agencies.
  • Evaluates exercises and real-world incidents and prepares After-Action Reports (AARs) and Improvement Plans (IPs) to strengthen organizational preparedness.
  • Assists in coordinating National Incident Management System (NIMS) and Incident Command System (ICS) training and compliance.
  • Provides administrative and staff support to the department.
  • Prepares and maintains records and documentation related to budget and grant requests.

Other duties as assigned and performs related duties as required.

Interagency Coordination:

  • Represents the City on regional emergency management committees, working groups, and collaborative partnerships.
  • Coordinates preparedness and response activities with police, fire, public works, utilities, schools, hospitals, neighboring jurisdictions, Boulder County, the State of Colorado, and federal agencies.
  • Develops and maintains relationships with community organizations, volunteer organizations, and private-sector partners.

Grants & Compliance:

  • Researches, prepares, administers, and monitors federal, state, and local emergency management grants.
  • Ensures compliance with FEMA, Colorado Division of Homeland Security and Emergency Management (DHSEM), and other applicable regulations and reporting requirements.
  • Maintains records required for reimbursement, audits, and grant administration.

Education, Training, and Experience:

  • Associate's or Bachelor's degree in emergency management, public administration, business administration, or closely related field preferred.
  • Three (3) years of emergency management experience required.
  • Experience utilizing National Incident Management System (NIMS), Incident Command System (ICS), Comprehensive Preparedness Guide (CPG) 101, and Homeland Security Exercise and Evaluation Program (HSEEP) preferred.

A valid Colorado driver's license and acceptable driving record are required. You must pass a driving record check successfully

Other Necessary Requirements:

  • May work a rotational schedule as an on-call coordinator on a recurring basis after hours and on weekends.

Physical Requirements of the Job:

Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, ability to operate a motor vehicle, and to visit various City of Louisville and Boulder County buildings for meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person, before groups, and over the telephone. This is primarily a sedentary office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter and retrieve data using a computer keyboard or calculator and to operate standard office equipment.
