Job description

Environmental Health & Safety Program Manager

Blue Shield of California is seeking a dedicated Environmental Health & Safety (EH&S) Program Manager for a two-year contingent assignment to restore, maintain, and evolve our EH&S program. This role is critical to ensuring regulatory compliance, workplace safety, and environmental stewardship across our corporate locations. The successful candidate will lead efforts to bring the EH&S program back into full compliance, establish sustainable workflows, and collaborate cross-functionally with Human Resources and other departments.

In this role, you will:

  • Develop, implement, and enforce EH&S policies, procedures, and standards. Ensure compliance with OSHA, Cal/OSHA, EPA, and other applicable regulatory bodies. Conduct job hazard analyses (JHA) and risk assessments.
  • Deliver OSHA-required training (e.g., hazard communication, PPE, emergency response). Facilitate fire safety, ergonomics, and workplace violence prevention training. Organize and lead safety drills (e.g., fire, earthquake, active shooter, chemical spill).
  • Investigate workplace accidents, near-misses, and injuries. Prepare incident reports and identify root causes. Recommend and implement corrective actions.
  • Develop and maintain Emergency Action Plans (EAPs) and Business Continuity Plans (BCPs). Coordinate with local emergency services (fire, EMS, law enforcement). Establish evacuation procedures and emergency communication systems.
  • Ensure adherence to EPA regulations and environmental standards. Manage hazardous materials, chemical storage, and disposal. Support green initiatives to reduce environmental impact.
  • Conduct ergonomic assessments and recommend improvements. Develop wellness programs to enhance employee health and productivity. Oversee hearing conservation, respiratory protection, and air quality programs.
  • Perform regular facility inspections and hazard identification. Review PPE compliance and emergency equipment readiness. Ensure proper safety signage and exit accessibility.
  • Enforce safety protocols for third-party vendors and contractors. Review and approve contractor safety plans and risk assessments.
  • Maintain and submit OSHA 300, 301, and 300A logs. Manage Safety Data Sheets (SDS) for hazardous chemicals. Prepare for and support regulatory audits.
  • Promote a strong safety culture across the organization. Encourage employee participation in safety committees. Implement behavior-based safety (BBS) programs.

This role requires employees to be in-office based on our hybrid workplace model, balancing purposeful in-person collaboration with flexibility. For most teams, this means coming into the office two days each week. Employees living more than 50 miles from an office location will work with their manager to determine in-office time based on business need.
