Job description

Quality Assurance Program Manager II

Responsible for the overall management of the quality (QA/QC) oversight process for all project related engineering, construction services, and all overhaul activities. Program oversight role requiring technical experience such as engineering or construction. Responsible for the coordination and implementation and execution of programs that may apply to multiple projects, disciplines, or areas. Accountabilities include coordination with plant directors, project managers, and project leads and Overhaul Management to meet QA/QC standards and requirements for all capital and O&M projects. Provide direction and assistance to project leads in developing QA/QC project plans. Assist in the development of inspection and testing plans for oversight of project activities including identification and scheduling of quality witness and inspection points for fabrication and installation activities. Responsible for coordinating work activities of QA/QC inspection personnel with the project lead. Manages QA oversight for projects; Inspect/review field construction activities including job site safety, equipment client down areas, scheduling/staffing of inspection resources, project schedules, procurement, documentation, receipt of material & equipment, material fabrication/installation, QA/QC measures (including inspections & testing), job site communication, supervision of staff augmentation for inspection personnel. Responsible for implementing and managing uniform quality construction standards and processes for all major capital projects across the Energy Supply fleet. Reviews and analyzes construction quality performance against industry trends. Provides quality recommendations to the construction director and superintendents in Energy Supply.

Position Overview: This role supports base capital projects within the PSCO region, focusing on quality assurance across various plant operations. The Program Manager II will be responsible for reviewing project documentation, conducting site visits, and ensuring vendor compliance with quality standards.

Key Responsibilities:

  • Review project quality plans, inspection and test plans, and welding documentation.
  • Conduct site walks and vendor surveillance audits.
  • Support quality assurance activities for projects ranging from $500K to $100M.
  • Collaborate with project managers to ensure quality program adherence.

Preferred Background:

  • Experience in coal, combined cycle, and simple cycle power plants.
  • Familiarity with rotating equipment, expansion joints, and transformer replacements.
  • CWI certification (current or past) is highly beneficial.
  • Strong documentation and Microsoft Office skills.

Qualifications:

  • 5+ years of experience in quality assurance or related roles.
  • Ability to work in a non-authoritative leadership capacity.
  • Willingness to travel for vendor audits and site visits.
  • High-risk role due to field and plant presence; no per diem, but travel reimbursements apply.
