Job description

Director Of Training And Development

Petro Star is seeking a Director of Training and Development to lead and standardize training and workforce development across both the North Pole Refinery (NPR) and Petro Star Valdez Refinery (PSVR). This role is responsible for designing, implementing, and sustaining comprehensive training programs that ensure a safe, competent, and high-performing workforce.

Reporting to the Vice President of Refining, the Director of Training and Development will partner with site leadership, maintenance, operations, and HSE teams to align training with regulatory requirements, operational needs, and long-term workforce development goals. This role plays a critical part in strengthening safety culture, improving operational reliability, and building bench strength across both refineries.

Key Responsibilities

  • Develop and implement a standardized, multi-site training strategy aligned with business and operational objectives across NPR and PSVR.
  • Design and manage structured training programs for operations, maintenance, and technical personnel.
  • Establish competency frameworks, qualification standards, and career progression pathways.
  • Continuously evaluate and improve training effectiveness using performance data and feedback.
  • Ensure all training programs meet OSHA, PSM, and other applicable regulatory requirements.
  • Maintain compliance with operator qualifications, safety training, and certification requirements across both sites.
  • Manage training records and documentation to ensure audit readiness for NPR and PSVR.
  • Develop and maintain skills matrices and competency assessments for operations and maintenance roles.
  • Identify skill gaps and deploy targeted training solutions.
  • Lead onboarding and qualification processes for new employees at both refineries.
  • Develop and deliver leadership training programs for supervisors and emerging leaders.
  • Support craft training and certification programs to maintain high standards of maintenance and operational excellence.
  • Partner with site leadership to strengthen succession planning and workforce capability.
  • Drive consistency in training standards, materials, and delivery methods across NPR and PSVR.
  • Facilitate cross-site sharing of best practices, lessons learned, and technical knowledge.
  • Align qualification expectations and performance standards across both refineries.
  • Implement and manage Learning Management Systems (LMS) or equivalent training tracking tools.
  • Ensure accurate tracking of training completion, certifications, and compliance milestones across both sites.
  • Integrate training systems with operational and maintenance processes where appropriate.
  • Champion a strong safety culture by embedding safety and PSM principles into all training programs.
  • Reinforce operating discipline and human performance fundamentals across NPR and PSVR.
  • Promote continuous learning, accountability, and engagement.
  • Partner with Operations, Maintenance, HSSE, and Technical Services teams across both sites.
  • Support implementation of new procedures, technologies, and process improvements through structured training.
  • Leverage subject matter experts (SMEs) to develop high-quality technical training content.

Qualifications & Requirements

Education

  • Bachelor's degree in Engineering, Industrial Technology, Education, or a related field preferred.
  • Relevant certifications (e.g., ATD, CPTM, instructional design, technical certifications) are a plus.

Experience

  • 812+ years of experience in refining, petrochemical, or heavy industrial environments.
  • Experience in training, workforce development, or operations/maintenance leadership roles.
  • Strong understanding of refinery operations, maintenance practices, and PSM requirements.
  • Experience supporting multiple sites (NPR/PSVR-type environments) preferred.

Technical Skills

  • Knowledge of refinery operations, equipment, and work practices.
  • Familiarity with OSHA, PSM, and operator qualification systems.
  • Experience with Learning Management Systems (LMS).
  • Proficiency in Microsoft Office Suite.
