Covenant House California (CHC) is a nonprofit organization that provides sanctuary and support for youth overcoming homelessness, ages 18-24. In our Oakland location, which has been operating since 2005, we offer a full continuum of housing and support services to young people. Our program is continuing to grow and will be adding 20 new beds for young people over the next year.

As this position provides direct care to young people that are 18-24 years old, we require that applicants are at least 25 years old.

POSITION SUMMARY

Manages, coordinates, supervises, and trains a team of paraprofessionals to ensure the delivery of services to youth in the emergency shelter and transitional living program in accordance with the Covenant House Mission and Covenant House California Policies and Procedures. This position functions as supervisor of both the Safe Haven emergency shelter and Rights of Passage transitional living program for Day, Evening and Overnight shifts. This position is required to adhere to all agency policies/procedures and practices and insures staff he/she supervises does the same.

The Residential Program Manager works with the Director of Programs and Program Manager of Support Services to provide leadership and management of day to day operations of our 40-bed facility that includes an emergency shelter and a transitional living program. All CHC staff work together to facilitate safety and comprehensive programming for youth in our programs and services. The Residential Program Manager main duties include weekend and evening management, coordination, supervision, and training of a team of residential advisors to ensure the delivery of services to youth in the shelter are in accordance with the Covenant House Mission and Covenant House California Policies and Procedures and Core Principals. The other focus of the RM position is to work with the Director to design and implement a weekly and monthly program calendar. The RM leads both the life skills programming and the chore program.

ESSENTIAL FUNCTIONS

(Duties and functions performed based on the shift assigned)

  1. Provide direct oversight, supervision, coaching, and training to all Youth Engagement Specialists and Per Diems

  2. Hire, onboard, develop, and evaluate staff.

  3. Conduct performance evaluations and provide regular feedback for all direct reports in regular supervision meetings.

  4. Identify training needs and coordinate staff development opportunities.

  5. Lead staff meetings, shift transition meetings, and required check-ins.

  6. Coordinate weekly and monthly staff schedules to ensure 24/7 coverage.

  7. Provide emergency backup staffing and crisis coverage as needed.

  8. Participate in the administrator on-call rotation.

  9. Oversee daily operations of the Emergency Shelter, Rights of Passage and on-site Housing programs.

  10. Assign and monitor staff responsibilities each shift, including supervision of youth, activities, transportation, cleanliness, and workshops/programming.

  11. Maintain a safe, structured, trauma-informed, and supportive environment.

  12. Provide crisis intervention and de-escalation as needed.

  13. Lead life-skills programming, chore programs, and youth engagement activities.

  14. Oversee youth internships and program participation.

  15. Support in managing referral, screening, intake, waitlist, and placement processes for shelter, transitional housing, and permanent housing.

  16. Support in coordinating housing placements with Coordinated Entry team.

  17. Monitor shelter, transitional, and housing census for compliance with agency and funder requirements.

  18. Support youth in housing stabilization and transitions.

  19. Support youth in completing case plan goals, life-skills, and required activities.

  20. Coordinate success plan meetings for all Residential Youth

  21. Maintain awareness of each youth’s case plan, barriers, and service needs.

  22. Coordinate internal and external referrals to support youth stability and independence.

  23. Ensure compliance with Covenant House policies, funder requirements, and contract standards.

  24. Review and audit case files and program documentation for accuracy and completeness.

  25. Ensure client data is accurate and up to date in agency data systems.

  26. Prepare and submit required monthly, quarterly, and annual program and funding reports.

  27. Track and ensure performance standards and housing outcomes are met.

  28. Monitor program budgets and expenditures in coordination with leadership.

  29. Oversee petty cash usage and receipt reconciliation.

  30. Ensure facilities meet health, safety, and inspection standards.

  31. Coordinate maintenance and repairs with property and facilities teams.

  32. Conduct and document fire and earthquake drills.

  33. Maintain compliance with safety protocols.

  34. Develop and maintain relationships with housing providers, community agencies, and service partners.

  35. Attend Coordinated Entry and community meetings.

  36. Represent Covenant House professionally with external partners.

  37. Other duties as assigned

JOB REQUIREMENTS

EDUCATION

Bachelor’s Degree in Human Services preferred.

EXPERIENCE

Experience with at-risk youth, preferably runaway and homeless youth.

Must have 1-3 years of management/supervisory/coordination experience working within a residential setting, case management experience preferred.

SKILLS

Knowledge of adolescent development, crisis intervention, Part-R, CPR, and First Aid. Must have good organizational skills and the ability to communicate with members, clients, vendors, and the public. Ability to exercise appropriate authority when needed, good judgment in crisis situations, good written and verbal communication skills.

TRANSPORTATION

Must have a valid CA driver's license, have reliable transportation, and a good driving record.

WORK CONDITIONS

This position is Full-Time, salaried, and exempt. Participation in the on-call rotation schedule. The on-call is responsible for providing on-call coverage for the shifts assigned to them on the rotation schedule.

Flexing schedule, working one Saturday and one Sunday per month.

TRANSPORTATION / DRIVING REQUIREMENTS: Employees in this position must possess and maintain a valid California Driver’s License and an acceptable driving record. Driving is an essential function of this role and includes transporting clients using company vehicles, which may include 8–10 passenger vans. As a condition of employment, employees assigned driving responsibilities must provide proof of a valid driver’s license and a satisfactory Department of Motor Vehicles (DMV) driving record. If an employee is required to use a personal vehicle for work-related travel, including attending off-site meetings or appointments with clients or staff, the employee must maintain and provide proof of valid automobile insurance in accordance with applicable law and company policy.
